KPIs and reporting against them for the Vice Chancellor

I am writing to request access to documents under the Freedom of Information Act 1982.
I seek access to the following documents held by the University, covering the period from 1 July 2022 to the present:
1. The current and any previous employment contracts, performance agreements, or related documents for the Vice-Chancellor that specify Key Performance Indicators (KPIs), performance targets, strategic objectives, or any similar performance metrics.
2. Any documents submitted to, received by, or generated by the University Council or its Remuneration Committee concerning the Vice-Chancellor’s performance, including performance reviews, evaluations, outcome summaries, or correspondence relating to the assessment of KPIs.
3. Any performance assessment forms, reports, or records completed using the University’s online systems, such as eForms, Focus, or any other performance management platform, concerning the Vice-Chancellor’s performance.
4. Any summary reports or recommendations provided to Council or a senior governance body related to the Vice-Chancellor’s eligibility for bonus payments, contract renewal, or other remuneration outcomes based on performance assessment since 1 July 2022.

Processing Timeframe
The statutory time frame for processing your request is 30 calendar days
from day after the date your request was received by the University. You
should therefore expect a decision from us by 19 August 2025.
This period of 30 days may be extended if we need to consult third
parties, impose a charge or for other reasons. We will advise you in
writing if this happens.

I am writing to provide you with an update regarding your FOI request
202500160.
The University is currently experiencing delays regarding the processing
if FOI requests due to unprecedented influx of FOI requests being received
by the University.
There were also significant delay in the search process and the receipt of
documents regarding your request
Unfortunately, the decision date for requests has now expired and
accordingly your request is considered to be as a deemed refusal under the
provisions of the Act.
We are continuing to process your request and will provide you with a
decision as soon as possible. Prior to a decision being provided to you,
we will be seeking an extension of time under section 15AC of the Act from
the Office of the Australian Information Commissioner (OAIC)
In addition, it has been determined that 3^rd party consultation is
required under section 27A of the Act. A seperate notification will be
provided to you, showing an additional 30 days to the original due date of
19 August 2025.
Apologies for the delay in the processing of your request, we are doing
our best to keep up with the constant influx of requests, but
unfortunately, delays are being experienced.

As a result of searches conducted a number of documents have been
identified as relevant to your request. On review of the documents, it has
been determined that some of the documents that refers to the personal
information of a third party. Accordingly, the University is required to
consult with that third party (under section 27A of the FOI Act) before
making a decision on the release of the documents.
The consultation mechanism under section 27A applies when we believe the
third party concerned might reasonably wish to contend that the requested
documents are exempt because their release would disclose the personal
information of that third party.
Accordingly, the period for processing your request has been extended by a
further 30 days in order to allow our agency time to consult with
that/those third party/parties concerned.
The processing period for your request will now end on 18 September 2025.

Dear FOI Team,
I am writing regarding my Freedom of Information request submitted on 20 July 2025 (reference 202500160).
As you will be aware, the statutory decision period under section 15 of the FOI Act ended on 19 August 2025. No valid extension was applied before that date, and the request therefore became a deemed access refusal at the expiry of the statutory timeframe.
I note that on 19 November 2025 the University advised me of a claimed extension under section 27A for third-party consultation. However, this notice was issued after the original statutory decision period had already expired, and therefore it did not prevent the request from being deemed refused.
I also note the Office of the Australian Information Commissioner’s decision of 21 November 2025 (reference RQ25/07424). The OAIC declined the University’s request for an extension of time under section 15AC and confirmed that the deemed access refusal took effect on 18 September 2025.
As it is now far too late to request an internal review, can you confirm if you plan to release the documents administratively? I am sure it would be convenient for us both to avoid an appeal to the Information Commissioner.
