UNCLASSIFIED

Good morning Mr Gothe-Snape

On 8 August 2017, you have requested access to the following documents
held by the Department of Immigration and Border Protection (the
Department) under the Freedom of Information Act 1982 (FOI Act):

"the travel expenses, invoices, receipts, credit card
statements and reimbursements for the most
expensive trip taken by a Minister or Assistant Minister
in your Department's portfolio area in 2016-17"

The Department of Finance has published information from 2008-2009 on its
website regarding parliamentarian's work expenses.  This information can
be found here:
[1]http://www.finance.gov.au/publications/p...

Details of expenditure for the Minister's in the Immigration and Border
Protection portfolio, for the period July to December 2016, can be found
here:

-              The Hon Peter Dutton MP, Minister for Immigration and
Border Protection -
[2]http://www.finance.gov.au/sites/default/...

-              The Hon Alex Hawke MP, Assistant Minister for Immigration
and Border Protection -
[3]http://www.finance.gov.au/sites/default/...

Independent Parliamentary Expenses Authority (IPEA)

From 3 April 2017, the IPEA was established as an independent body to
oversee parliamentarians’ expenses. In particular, IPEA has functions
which include:

•             Preparing regular reports relating to:

o             all work expenses, travel expenses and
travel allowances claimed by parliamentarians

o             travel expenses and travel allowances
claimed by MOP(S) Act staff.

Since 3 April 2017, IPEA has responsibility for the reporting functions of
parliamentarians’ work expenses.  Reporting by IPEA will transition from
six-monthly reporting to a quarterly and then to a monthly reporting
basis, to improve transparency and accountability for parliamentarians’
work expenses.

Reporting for January to June 2017

We note that you have requested information for the 2016-17 financial
year. Reporting for the period January to June 2017 is currently being
compiled by IPEA. We understand that reporting for the period January to
March 2017 will be available towards the end of quarter 3 in 2017.
Reporting for April to June 2017 will be available towards the end of
quarter 4 in 2017.

As the information is still being completed for the full 2016-17 financial
year, it is not possible to identify the ‘most expensive trip’ until the
reporting and acquittal processes are completed.

In view of the above, this Department does not perform the function for
reporting on ministerial travel, and as such does not hold the information
you have requested.

Given the publicly available information, as outlined above, you may wish
to reconsider the scope of your request.  In the event that you wish to
pursue a request for this data, we suggest that you contact IPEA directly.

The Department of Immigration and Border Protection will consider your
request withdrawn unless you advise otherwise, by COB Friday 18 August
2017.

With kind regards

Good morning

As advised previously, all information relating to travel expenses for parliamentarian's including the Minister for Immigration and Border Protection, is managed by the Department of Finance or the Independent Parliamentary Expenses Authority (IPEA). As such, it is unlikely that this Department would hold information regarding travel expenses of the Minister.

The Department would hold information regarding the travel expenses of Departmental staff.

UNCLASSIFIED

Dear Mr Gothe-Snape

Thank you for confirming the Department's approach to assisting you with
this matter.

Your request relating to travel and other related expenses by a Minister
or Assistant Minister and received by the Department on 8 August 2017 is
withdrawn. This request is now closed.

I now understand that you are interested in making a new FOI request as
follows:

"An itemised summary of all trips by Departmental staff booked by the
Department's travel provider(s) for 2016-17."

By not referring to any specific person, this new request would cover an
itemised summary of every trip, for every employee, that was booked by the
Department through any of its multiple travel provider in the 2016/17 FY.
In it its current terms this would potentially cover a large amount of
data and may be too voluminous for the Department to process.

You may therefore wish to limit your request to the following:

”The total spend on trips (domestic and international) undertaken by the
Department’s Senior Executive Staff booked through the Department’s travel
provider(s) for the 2016/17 FY.”

Should you confirm this as the scope of your new request, the Department
will register your new request upon your confirmation.

Grateful for your advice.

Regards

Your request was received by the Department on 30 October 2017 and has

Dear Mr Gothe-Snape

I am writing to you seeking clarification around the scope of the FOI
request where you are seeking access to the following documents:

"The total spend on trips (domestic and international) undertaken by
the Department’s Senior Executive Staff booked through the Department’s
travel provider(s) for the 2016/17 FY.”

Where you refer to “Senior Executive Staff” (SES), the Department
interprets your request to be for information only on substantive SES
officers and will exclude acting SES officers (that is, those who are
substantive Executive Level (EL) officers but who may have acted as an SES
officer either on a short term or long term basis).  Can you please advise
whether you have any concerns with this approach?

Request for extension of time

The current due date for your request is Wednesday 29 November 2017.  Due
to the number of requests currently being processed by our office, we will
not be able to finalise your request by the original due date.

The Department seeks your agreement under s.15AA of the FOI Act to extend
the timeframe for the processing of your request by 30 days.

It would assist the Department in managing its FOI caseload if you could
provide a response to this request by close of business, Friday 17
November 2017.

Looking forward to your response.

Thank you.
