Act No. 73 of 2025 - assented/signed copy and documents submitted for Royal Assent
Dear Office of Parliamentary Counsel,
Is it possible for OPC (and if necessary, other relevant offices if any such as the Office of the Official Secretary of the Governor-General) to provide the following on Act No. 73 of 2025, Regulatory Reform Omnibus Act 2025?
I am looking for:
- A copy of the Act as passed with signature of the Royal Assent.
- Documents submitted to the Governor-General for royal assent to the Act (including the certificate from either the House of Representatives or the Senate, and the certificate signed by the Attorney-General recommending assent).
- The certificate/letter/opinion from the First Parliamentary Counsel to the Attorney-General (before the Bill is presented to the Governor-General for signature, together with the Attorney-General's certificate recommending assent).

Thanks yous for your message on 24 Dec with some of the documents requested.
About your advice about the request and the FOI Act 1982, there have been requests made and acceded to by OPC in the very recent past in very similar terms, such as OPC reference T25/475. And on each occasion, no issue of validity under the FOI Act 1982 has ever been raised. If there are now new requirements, can you let me know how the request may be adjusted in order to become a valid request under the FOI Act 1982?

The requirements for a valid FOI request are described in section 15(2) of
the [1]FOI Act:
(2) The request must:
(a) be in writing; and
(aa) state that the request is an application for the purposes of this
Act; and
(b) provide such information concerning the document as is reasonably
necessary to enable a responsible officer of the agency, or the Minister,
to identify it; and
(c) give details of how notices under this Act may be sent to the
applicant (for example, by providing an electronic address to which
notices may be sent by electronic communication).
As the above conditions had not been met, I processed your request by
releasing the documents administratively rather than via FOI.
For future reference, for a valid FOI request the body of the email should
include:
• That your request is an application for the purpose of the FOI Act
1982
• Details of the documents you are seeking
• Include details as to where notices should be sent (ie, email address
or postal address).
Please note for future requests similar to this one, OPC can consider
releasing documents via an administrative process rather than under the
FOI Act. An administrative release can generally be processed quite
quickly, and if you are not happy with the response could still lodge a
formal FOI request.
Your previous requests to OPC were actioned by another officer which is
why this one was processed a bit differently. Your feedback is
appreciated.

Following our earlier emails starting with my email of 14 December 2025 regarding Act No. 73 of 2025, and the information you provided very kindly on administrative basis on 24 December 2025, I would like to make this further request/application for information under the Freedom of Information Act 1982 (Commonwealth) about that Act.
