Dear NSW South Western Sydney Local Health District,

I am interested in understanding the use of temporary workers within the healthcare sector. To support this, can you please provide a response to the following questions:

1. What is the total cost of agency staff, for all workers in each hospital on an annual basis, for the financial year 2018/19 (April 2018 – March 2019)

2. Of the total agency cost provided in Q1 for the financial year 2018/19 (April 2018 – March 2019), can you please provide the total agency cost for those hired as:
a. Medical practitioners
b. Nurses and Midwives

3. What is the total cost of overtime, inclusive and exclusive, of double shifts worked by all workers in each hospital on an annual basis, for the financial year 2018/19 (April 2018 – March 2019)

4. What is the total cost of the casual pool of workers, for all workers in each hospital on an annual basis, for the financial year 2018/19 (April 2018 – March 2019)

5. Of the casual pool workers operating within the state in 2018/19 (April 2018 – March 2019), are you able to provide the number of all workers (in full-time equivalent (FTE)) which;
a. Hold permanent employment at a hospital
b. Are casual workers only

6. Can you please provide detail on how the state resource their temporary staff for the healthcare sector?

On 28 May 2019 the South Western Sydney Local Health District (SWSLHD)
Right to Information Unit received a copy of your email regarding Agency,
Overtime and Casual Pool Spending 2018/19.

 

Your application is invalid for the following reasons:

 

·        Under s41 1 (b) of the GIPA Act it must clearly indicate that it
is an application made under the GIPA Act.

 

o   It is not clear from your email if you are asking for access to the
information formally or informally.

 

·        Under s41 1 (c) of the GIPA Act, an access application must be
accompanied by a fee of $30.

 

o   As at 31 May, the District has not received your application fee.  You
are invited to provide your application fee by cheque or money order to
the following address:

·        Under s41 1 (e) of the GIPA Act, an access application must
include such information as is reasonably necessary to enable the
government information applied for to be identified.

 

o   In order to assist the District in conducting the appropriate searches
in the relevant departments and systems and ensure costs are kept to a
minimum, the below information requires clarification:

§  1.What is the total cost of agency staff, for all workers in each
hospital on an annual basis, for the financial year 2018/19 (April 2018 –
March 2019)

·        Can you please clarify the term “all workers”. Does this include
non-nursing and non-medical staff?

§  3. What is the total cost of overtime, inclusive and exclusive, of
double shifts worked by all workers in each hospital on an annual basis,
for the financial year 2018/19 (April 2018 – March 2019)

·        Please clarify the term “double shift”. The term “all workers”
also needs to be clarified.

§  4. What is the total cost of the casual pool of workers, for all
workers in each hospital on an annual basis, for the financial year
2018/19 (April 2018 – March 2019)

·        Can you please clarify the term “workers”.

§  5. Of the casual pool workers operating within the state in 2018/19
(April 2018 – March 2019), are you able to provide the number of all

·        The information you have requested access to relates more closely
to the functions of the NSW Ministry of Health.  The SWSLHD will only hold
information relating to employees within our own Local Health District,
not across the State.

to the functions of the NSW Ministry of Health.  The SWSLHD will only hold
information relating to employees within our own Local Health District,
not across the State.

 

I note that under s52 of the GIPA Act

“(2) an application becomes a valid access application if the applicant
pays the required fee or provides the required information (as
appropriate), and is the deemed to have been made when the fee or
information was received by the agency”
