AusTender contracts

Dear Department of Finance,

I have downloaded data from AusTender on all agency procurement contracts. The data lists 35 Federal agencies that receive transaction banking services from RBA. However, RBA's annual report states that it provides transaction banking services to over 90 Australian government agencies. Why is there a discrepancy? And where can I find the RBA contract information for the other 55+ agencies?

Also, I noticed that some agencies in the AusTender report do not have contracts for financial services, e.g. Administrative Appeals Tribunal. These agencies must receive financial services from either RBA or a commercial bank. If it is not listed on AusTender, where can I find it?

Dear Tracy,

 

Thank you for your email to the Finance Freedom of Information (FOI) team,
where you sought specific information relating to AusTender and contract
information. Specifically, your email stated:

 

I have downloaded data from AusTender on all agency procurement contracts.

AusTender provides centralised publication of Australian Government
business opportunities, annual procurement plans and contracts awarded for
entities that are subject to the Commonwealth Procurement Rules (CPRs).
All non-corporate Commonwealth entities and prescribed corporate
Commonwealth entities listed in section 30 of the Public Governance,
Performance and Accountability Rule 2014 must comply with the CPRs.
Therefore not all entities may be captured.

 

Although Finance manages the AusTender system, individual entities are
responsible for their procurement processes and reporting of contracts
awarded. Any questions regarding specific contracts will need to be
directed to individual entities.

 

Under the Freedom of Information Act 1982 (FOI Act), requests may be made
for ‘…access to a document of an agency’ (subsection 15(1) of the FOI
Act).  At this stage, your request is for access to information.  That is,
you have asked the department questions rather than sought access to
specific documents and we do not consider that you have made a valid
request under section 15 of the FOI Act. Further information on how to
make a valid FOI request can be found here:

to subsection 15(1), we will not proceed further with this request.
