I am seeking the correspondence first sent by Telstra Corporation to the department, where Telstra provides the information required to meet its 2023/24 reporting obligations.
To assist the department search, the email would most likely be sent by Jessica Rowe, it must exist after the 1 July 2024. However, if the PDS signing was backdated the email may have been provided no latter than 15 October 2025.

Third party consultation - documents affecting personal privacy and
business information
Your request covers documents which contain business, commercial or
financial affairs of an organisation, or a person’s business or
professional affairs.
The department is required to consult with those individuals and entities
under section 27 (Business documents/information).
The consultation mechanism under this section applies when the department
considers the person or organisation concerned may wish to contend that
the requested documents contain business or financial affairs.
The department will take into account any comments received from the
relevant individuals/entities. However, the final decision about whether
to grant you access to the documents you requested rests with the FOI
delegate in the department.
Time limits for processing your request
Under section 15(6) of the FOI Act, the period for processing your request
has been extended by 30 days to allow the department time to consult with
the relevant third parties. Accordingly, you can now expect a decision on
Monday 9 February 2026.
