I request all computer desktop wallpapers used by the Department of Education from 2001 to 2025, including current wallpapers, historical image files, and any related documentation.

I refer to your request, received by the Department of Education
(department) on 17 August 2025, for access under the Freedom of
Information Act 1982 (FOI Act) to the following:
I request all computer desktop wallpapers used by the Department of
Education from 2001 to 2025, including current wallpapers, historical
image files, and any related documentation.
Your request was received by the department on 17 August 2025 and the 30
day statutory period for processing your request commenced from the day
after that date. The period of 30 days may be extended if we need to
consult third parties or for other reasons permitted under the FOI Act. We
will advise you if this happens.
Clarification of scope
The department has interpreted your request seeking access to ‘desktop
wallpapers’ to mean ‘desktop lock screens’ used by the department.
Additionally, in relation to your request for ‘any related documents’, we
have interpreted this to mean any documentation containing instructions to
facilitate the publication of the desktop lock screens. If we have
misinterpreted your request, please let us know by COB on Monday, 25
August 2025. If we do not hear otherwise from you by that date, we will
proceed on the basis that we have correctly interpreted your request.
We have been advised by the Communication Branch that, based on
preliminary searches, your request is likely to capture a significant
volume of material since it covers a 24-year period. I have been advised
that the department’s desktop lock screens are changed frequently, and on
average, the department uses one or two different desktop lock screens per
week. Furthermore, I have been advised that a number of historic records
may be located offsite on disc storage, making them difficult and time
intensive to retrieve, and many records may have been archived or
destroyed in accordance with the department’s obligations under the
Archives Act 1983 (Cth).
Without pre-empting a decision on your request, it is likely that
processing your request would amount to a substantial and unreasonable
diversion of the department’s resources for the purposes of the FOI Act.
The department has undergone several Machinery of Government changes
during the 24-year period captured by your request. The department in its
current form was established on 1 July 2022. I have been advised that the
department would be able to retrieve the desktop lock screens used from 1
July 2022 to the date of your request.
Noting the above, can you please advise by COB on Monday, 25 August 2025
whether you agree to reduce the date range of your request to 1 July 2022
to 17 August 2025 (being the date the department was established in its
current form until the date of your FOI request). If you do not respond
within this timeframe, we will assume you do not agree to reduce the date
range of your request. Without pre-empting a decision or next steps on
your request, this will likely mean that the department will commence a
formal request consultation process with you under section 24AB of the FOI
Act.
Charges
The department will advise you if a charge is payable to process your
request and the amount of any such charge as soon as practicable.
Disclosure log
Information released under the FOI Act may be published on a disclosure
log on our website, subject to certain exceptions. These exceptions
include where publication of personal, business, professional or
commercial information would be unreasonable.
Exclusion of employee details
To the extent the department has documents in its possession that fall
within the scope of your request, we will treat the names, signatures,
position titles, staff identification numbers and direct contact details
of Commonwealth employees as irrelevant in accordance with section 22 of
the FOI Act, unless you tell us otherwise by COB on Monday, 25 August
2025.

Dear Education - FOI,
Thank you for your correspondence regarding my FOI request for desktop wallpapers.
To clarify the scope of my request: I was originally seeking computer desktop wallpapers. However, if the department uses default computer wallpapers (which would not need to be included), then I am satisfied with your interpretation to provide desktop lock screens instead. Your understanding of 'any related documents' referring to documentation containing instructions to facilitate the publication of the desktop lock screens is also acceptable.
Regarding the timeframe, I accept your proposal to reduce the date range to 1 July 2022 to 17 August 2025, covering the period since the department was established in its current form.
I also confirm that I do not require employee details such as names, signatures, position titles, staff identification numbers, or direct contact details to be included in the documents.
