In regards to your recommendation that I rescope my prior request to receive all documentation and discussion regarding the addition of the Cuttlefish Coast Sanctuary Zone to the National Heritage List, I wish to narrow the scope to focus exclusively on "all correspondence to and from stakeholders from the site's nomination through to its eventual listing".

I also would like a quote for my original request, to compare with this narrower search. I've previously had substantial FoI requests delivered in full and am willing to pay for the service.

The Department has already determined that the original scope of your request would, if processed, represent a substantial and unreasonable diversion of the Department's resources (i.e. that a 'practical refusal reason' exists). This decision was made based on the hours that it would take the Department to process your FOI request - the charges that would be payable for processing the request are not relevant to the Department's consideration of whether a practical refusal reason exists.

On this basis, the Department remains of the view that a practical refusal reason exists in relation to the scope of your original request, and on that basis has no intention of preparing an estimate of the charges for processing the request in its original form.
