Please can you tell me what the file is about. It is perhaps of interest to other people also using Right to Know. Also, I am interested to know where you discovered the number for this file. I looked at ParlInfo Search (http://parlinfo.aph.gov.au/) because I thought it was maybe mentioned in the Australian parliament. I cannot see it.

Dear Mr Housen

 

I refer to your email of 24 November 2013 in which you make a request
under the Commonwealth Freedom of Information Act 1982 (FOI Act) for:

 

“the contents of File Number F0013096”

 

I write to advise you that your FOI request does not provide enough
information concerning the documents requested to enable this office to
identify the documents in accordance with section 15(2)(b) of the FOI
Act.  You have requested this office provide you with a file rather than
seeking access to specific documents.  The right of access provided under
the FOI Act is to existing documents.

 

If you wish to seek access to the aforementioned documents you may submit
a formal FOI request, identifying the specific documents sought. 

 

May I draw your attention to the arrangements that apply in relation to
this office.  Section 6A of the FOI Act includes the following provision:

1.       This Act does not apply to any request for access to a document
of the Office of the Official Secretary to the Governor-General unless the
document relates to matters of an administrative nature.

2.       For the purposes of this Act, a document in the possession of a
person employed under section 13 of the Governor-General Act 1974 that is
in his or her possession by reason of his or her employment under that
section shall be taken to be in the possession of the Official Secretary
to the Governor-General.

 

Other exemptions may also apply in relation to privacy and personal
information.

So I guess you have to ask for all *documents* contained in File Number F0013096. Unbelievable.

Would have thought "contents of the file" would suffice. You couldn't get a clearer scope.
