Dear Australian Competition and Consumer Commission,

I request, under the Freedom of Information Act 1982, the latest as of writing final document (or latest draft, if only they exist) that includes further breakdown of NBN services by technology type - the most granular available.

For example, similar to those broken down under "Non-NBN" under the Internet Activity Record Keeping Rule (RKR) December 2019 report

eg NBN:
HFC/cable
Fibre (FTTB)
Fibre (FTTC)
Fibre (FTTP)
Fibre (FTTN)
Fixed wireless
Satellite.

The technology breakdown above is not meant to be prescriptive, but an example - I reiterate, please breakdown to the most granular you have available at a national level for NBN services.

To save on processing time, I'm only interested in the data itself (and any short mandatory explanatory notes of the data) - should it be included in any larger report - only pages including the data and notes should be considered for release.

In the interests of speediness, I am willing to consider Administrative Access to said documents should the document be provided within 30 days of the sending of this email. After this time - the FOI act applies as normal in all instances.

Should the FOI act have to apply, please note - Part I, Item 5 of the Schedule to the Charges Regulations, which provides that a charge may be imposed in respect of a request for access to a document for time spent by an agency ‘in deciding whether to grant, refuse or defer access to the document or to grant access to a copy of the document with deletions, including time spent ... in examining the document’. However, under this provision a charge may not be imposed for the first five hours of decision making time.

Dear Sonya,

I've had more pressing matters on at hand to give you a proper reply, but your first reply on july 31st advising URLs to find the information largely satiated the need.

However, i would like feedback given to the section who devised the table i referenced to begin with (Internet Activity Record Keeping Rule (RKR) December 2019 report).

I believe the way that the table are currently put together, one who would be wishing to compare internet technology over time, you have needlessly separated the content and made comparison between the ABS data and your own more difficult than necessary - even to the level of it being obscure by design.

in short, break down the technology of NBN in the RKR simply as you do in the wholesale report linked. Doing so would have meant that your time as an FOI officer wouldn't have to be spent navigating your website on others behalf.

I suggest the next IARKR report allow for similar comparison, given the Australian Bureau of Statistics link to the page in comparison.

As such, you can take my request as withdrawn in a formal legal sense, but you successfully answered the query first.
