GIPA Request – Gosford (Kariong) Glyphs Site Closure, Geotechnical Assessment and Remedial Works
Dear Department of Climate Change, Energy, the Environment and Water,
I am making this application under the NSW Government Information Public Access Act 2009 GIPA Act for access to information held by the National Parks and Wildlife Service NPWS relating to the closure of the Gosford / Kariong Hieroglyphs site and associated safety and remedial works.
Scope of request.
I seek access to the following information for the period 1 January 2015 to presen, insofar as it relates to the Gosford (Kariong) Hieroglyphs site within Brisbane Water National Park:
1. Existence and identification of reports.
- The title(s), date(s), and author(s) of any geotechnical, geological, rockfall, or slope stability assessments prepared for NPWS.
- The name(s) of any external consultants, companies, or contractors engaged to provide such assessments.
2. Decision-making records.
Documents recording the decision to close public access to the site, including:
- Briefing notes
- Decision records
- Risk acceptance or risk escalation documents
- The position titles (not personal contact details) of officers involved in the final decision.
3. Scope of works and remedial actions
- Scope-of-works documents, work orders, or project descriptions for remedial rock works undertaken in or around late 2023.
- Dates during which the works were carried out.
4. High-level findings
- Executive summaries, conclusions, or risk category outcomes from any relevant assessments (for example: “low / medium / high / unacceptable risk”), **excluding detailed modelling or proprietary calculations if necessary**.
5. Cost and procurement information**
- Total project cost ranges (or approved budget bands).
- Procurement method used (e.g. panel, open tender, direct engagement).
Clarifications
- I am not seeking sensitive site-security details, exact hazard locations, or proprietary modelling.
- I am willing to accept redacted documents where necessary.
- If full documents cannot be released, I request access to partial information as required under section 55 of the GIPA Act.
- If any documents are refused, please identify:
- The exemption relied upon, and
- Whether the document exists but is withheld, or does not exist.
Public interest
This request concerns:
- Public land
- Public safety
- Expenditure of public funds
- Restriction of public access
Disclosure of high-level information would enhance transparency and public confidence without compromising safety.
