The meaning of the request is not apparent. Possible meansings:
(1) Have I been issued with an invoice for an amount? If so, what is the amount?
(2) How much money is being paid by the State of Queensland to someone, but it is nt apparent who the person "someone" is?
(3) Whas is the amount per capita taxpayer in Queensland that is being paid to someone (with lack of meaning about "someone")

Also because the sentence is mashed "on victims of crime" does not make sense.

Suggestion to the applicant: Ask someone to help you to write a clear request for the information that you are asking for. Tell the person your request in different ways until they can understand exactly what you want. Then make another email on this same Right to Know page with the clear explanation. If you do not do this there is a guarantee that your request will be rejected or delayed for a long time. Also, although it is not essential, it is very helpful to have spelling, capitalization and punctuation correct. A person must assume that "mark tierney" is a person called Mark Tierney. Normally, in English "I" is written this way, not "i" which could be mistaken for a roman number like a list with the first item "owe on the victims of crime to mark tierney".
