1. Approval for requirement for a current medical for an ASIC application for pilot;

3. Issues relating to the requirement from the MELT committee

CASA has no record of receiving a request for access from you relating to
ASIC's and medical certificates.
 
In any event, you seem to be querying why pilots seeking an ASIC are
required by CASA to hold a medical certificate. Regulation 6.28 of the
Aviation Transport Security Regulations 2005 relevantly provides that an
issuing body may issue an ASIC to a person only if the person has an
operational need for an ASIC. The definition of "operational need" in
regulation 6.01 relevantly defines that term to mean (a)  a requirement
for frequent access to all or part of a secure area of an airport where
persons are required to display an ASIC, for either of the following
purposes: (i)  the operation of the airport or an aircraft. CASA
requires a pilot applying for an ASIC to hold a medical certificate
because if their need for an ASIC relates to the operation of an aircraft,
in general, Part 61 of the CASR prohibits a pilot operating an aircraft
without holding a medical certificate.

Hi Rob,

Just clarifying the way forward from our phone conversation this morning.

Confirming that you are requesting internal review of my decision letter to you dated 10 March 2017.

The scope of your request was:

1. Approval for requirement for a current medical for an ASIC application for pilot - you are seeking documents showing the endorsement/ approval (by anyone) of the CASA requirement for a current medical certificate on an ASIC application

2. Committee notes for administration and - I assume you are referring to the MELT Committee in para 3 below - and that the notes on administration refers to the MELT's endorsement, if there is one, of the matter in para 1

3. Issues relating to the requirement from the MELT committee - I assume you are suggesting the MELT required the medical certificate, and you are seeking documents showing that.

The precise approval information for the changes requiring a medical certificate on an ASIC application where this may be outside the MELT process and leading to any direction or committee process, the notes of that committee.
