I hereby request access, under the Freedom of Information Act 1982, to:

Copies of all briefings, communications, forms, reports, documents or notes mentioning or regarding the not-for-profit media organization WikiLeaks or its Australian staff, including but not limited to Julian Assange.

I request that all costs for all aspects of the processing of this request be waived on the grounds that the release of this information is in the public interest.

I refer to your email below to the Department of the Prime Minister and
Cabinet (the department) for the following information:
 
Copies of all briefings, communications, forms, reports, documents or
notes mentioning or regarding the not-for-profit media organization
WikiLeaks or its Australian staff, including but not limited to Julian
Assange.
 
In order to be considered a valid request under the FOI Act, the
application must specify that it is made for the purposes of the FOI Act
(s15(2)(a)) and also provide such information about a document as is
reasonably required to enable it to be identified (s15(2)(b)).   Please be
specific about what documents you are seeking access to and provide a
timeframe for the documents (for example, documents created since X date).
 
We also note that you sent an FOI request received by the department on 28
May 2018 at 8.15pm addressed to the Cabinet Secretary, seeking access to
the same information as listed above in FOI/2018/100. The Cabinet
Secretary is a staff member in the Prime Minister’s Office.  The
Department provides administrative support to the Prime Minister in
relation to Freedom of Information (FOI) requests made to him. We seek
your advice if this request is directed to the Prime Minister for action. 
If not, we ask that you consider withdrawing this request, as you have
already addressed one to the department.   If you wish  for this request
to be directed to the Prime Minister, we can do so after you provide
specific details about the documents you are seeking, as requested above. 
 
We would be grateful if you could specify what documents you are seeking
in regards to the above requests as soon as possible. Please note that we
will not undertake any further processing of your requests pending your
confirmation of the more specific terms of the requests by COB Monday  4
June 2018.

I would be happy to limit the scope of my request to documents authored by Department of the Prime Minister and Cabinet personnel mentioning or regarding the not-for-profit media organization WikiLeaks or its Australian staff, including but not limited to Julian Assange, and excluding duplicates of documents and drafts.

Also, with the exception of WikiLeaks staff, I would be happy to exclude the personal information of any individuals contained in the documents, from the scope of my request. Additionally, I wish to exclude documents which are already publicly known or accessible.

If you can release via administrative access, please do, otherwise, treat this as an FOI request.

I suggest these exclusions to make the process more practical, and would, therefore, be happy to further reframe my request if it is helpful. Please do not hesitate to contact me by reply email if I may be of further assistance.

Thank you for your email dated 7 June 2018 confirming the scope of your request for documents under the Freedom of Information Act in the follows terms:

"to documents authored by Department of the Prime Minister and Cabinet personnel mentioning or regarding the not-for-profit media organization WikiLeaks or its Australian staff, including but not limited to Julian Assange, and excluding duplicates of documents and drafts.

The decision-maker has requested that we contact you again seeking a time frame for the documents (for example, documents created between X dates). We would be grateful if you could clarify a time frame as soon as possible so we can commence the search process.
