Mask Exemptions for Asthmatics

Dear Department of Health,

I wasn't given a mask exemption despite my asthma and my inability to wear a mask without being unable to breathe. My doctor told me she was not allowed to provide me with a medical exemption. To whom must I apply for such an exemption?
