Dear Minister for Education,

I am requesting to view the actual Mathematics Test Paper undertaken by my daughter in grade 5 taken in the State of Victoria in 2016. I have been told that for copyright reasons this is not permitted. I find this excuse unacceptable and wish to pursue the matter further until I get satisfaction. I would be most grateful if you would kindly assist me with this request.

I confirm that your Freedom of Information (FOI) request to the Minister
for Education and Training (Cth) has been transferred to ACARA. I confirm
receipt of your FOI request.
 
Freedom of Information
I note that you have requested the “actual Mathematics Test Paper
undertaken by my daughter in grade 5 taken in the State of Victoria in
2016”.
 
Clarification sought
It is not clear whether your request is for a test paper with your
daughter’s responses or for the Year 3 NAPL:AN numeracy test (without
responses).
 
I advise that ACARA does not hold the former document. All student level
NAPLAN test result data (linked to names) are held by the states and
territories. ACARA does not hold identified student data, nor does ACARA
hold the test papers on which students write their responses. If you are
seeking a document with your daughter’s responses I will treat your
request as withdrawn.
 
If you are seeking a copy of NAPLAN 2016 Year 3 Numeracy test (without
your daughter’s responses) please advise as soon as possible and ACARA
will process your FOI request accordingly. I note that ACARA has published
its position on release of recent NAPLAN test papers:

School discussion
ACARA encourages parents wanting further information about their child's
results to contact their child's school in the first instance to arrange a
time for a discussion. The reason is that there is a lot more to learning
than just NAPLAN results and learning outcomes need to be put in context.
 
Schools have access to the NAPLAN results of those students enrolled in
their school. The [2]Victorian Curriculum and Assessment Authority (VCAA)
is responsible for the marking of the NAPLAN test papers in Victoria.
ACARA is unaware of whether the VCAA holds completed NAPLAN numeracy test
papers after release of the NAPLAN test results.
 
Schools may refer to a NAPLAN test paper when discussing a student’s
results with parents, showing examples of where the student has performed
well or where development and assistance may be required.
