National data of planned or available technologies per-premesis.

tx made this Freedom of Information request to NBN Co Limited

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

This request has been withdrawn by the person who made it. There may be an explanation in the correspondence below.

Dear NBN Co Limited,

NBNCo utilise a range of technologies to deliver services to each customer, including Fibre to the Premesis (FTTP), Fibre to the Building (FTTB), Hybrid Fibre Coaxial (HFC), Fibre to the Curb (FTTC), Fibre to the Node (FTTN), Fixed Wireless & Skymuster (Satellite).

NBNCo makes a decision on a per-area and premesis basis on which technology is most appropriate, based on the existing technologies that may be available and the distance of the premises from available technologies.

For the purposes of individual address lookup for new customers, NBNCo provides a "Check your address" function, that allows customers to check the planned availability and technology type. For this function to work, NBNCo stores service data on a per-premises basis.

I would like to request GeoGSON or CSV/TSV data of the status (planned, construction or available) and technology type (described above) on a per site / premises level, nationally.

Happy to discuss if too broad or if the available data can only be delivered in another format.

Yours faithfully & warmest regards,
Tim McBride.

Rohan Singh, NBN Co Limited

Dear Rohan Singh,

Thank you for your response. Please see clarifications below:

Q: "Your request seeks certain data on a per site/premises level, nationally, however, the subject timeframe in respect of which the data relates is not defined."
A: I would like the most current / up to date information as the date in which the data is retrieved, so long as this date is clarified with whatever documentation is provided with the data export, or in the name of the exported file.

Q: In addition, your request does not indicate the data required to
identify the “site/premises”, i.e. it is unclear if you are referring to a street address (alone) or a latitude and longitudinal reference, or both.
A: Both would be ideal, otherwise the latitude and longitude would be sufficient if that is all that is available or easier to obtain.

Q: Further, your request relates to “GeoGSON”, but I assume this should be
“GeoJSON” – please confirm.
A: Yes, that is correct.

If you have any more clarifications, please provide these.

Yours sincerely,
Tim McBride.

Dear Mr McBride

Thank you for your email below.

I have discussed your request with the relevant subject matter expert.
One further point requires clarification to be able to identify the
subject matter of your request and assess its scope.

In relation to “site/premises”, you have indicated that you are referring
to street address and a latitude and longitudinal reference if possible.
Could you please clarify, in relation to a “site/premises” that is a
multi-dwelling unit (e.g. an apartment block), whether you are referring
to the overall site/premise (e.g. the apartment block as a whole), or each
dwelling (e.g. each individual apartment).

If you are referring to the latter, your (revised) request would I believe
read as follows:

Current or most up to date GeoJSON or CSV/TSV data of the status (planned,
construction or available) and technology type (being Fibre to the
Premesis (FTTP), Fibre to the Building (FTTB), Hybrid Fibre Coaxial (HFC),
Fibre to the Curb (FTTC), Fibre to the Node (FTTN), Fixed Wireless &
Skymuster (Satellite)) on a per site/premises/dwelling level, nationally.

I look forward to hearing from you.  I would be happy to arrange a time to
call you to answer any questions you have about the above.

Dear Rohan Singh,

Thank you for your response. I refer to your request to clarify the use of the term "site/premises" in relation to a multi-dwelling unit.

I would like the data at a level of granularity available from the NBN "Check your address" web tool / application, which is at the level of per dwelling (each dwelling).

I am in agreement with your reassessment / revision of the request, being:

Current or most up to date GeoJSON or CSV/TSV data of the status (planned,
construction or available) and technology type (being Fibre to the
Premesis (FTTP), Fibre to the Building (FTTB), Hybrid Fibre Coaxial (HFC),
Fibre to the Curb (FTTC), Fibre to the Node (FTTN), Fixed Wireless &
Skymuster (Satellite)) on a per site/premises/dwelling level, nationally.

Thank you for all of your help so far.

Yours faithfully & warmest regards,
Tim McBride.

Dear Rohan Singh,

Thank you for your response. I refer to your attachment outlining an advanced deposit request for the FoI.

If possible, would you be able to clarify the work undertaken in the "Search and Retrieval Time" as it pertains to my request? The reason I am asking is that if possible, I would like to reduce burden of work required by NBNCo (and thus the number of estimated hours required to complete the request).

As such, I suspect that one possible way to reduce the amount of work required is by obtaining the location-based data in the "source format", or the format that would be used as the reference, or source of the data within the NBN system. This may be in the form of a database file, a spreadsheet, or some other file format(s). In this manner, I hope that the data would not need to be converted or manipulated to fit my original data format requirements and to reduce the amount of work required.

Please let me know if this is possible at all.

Thank you for your assistance with my request so far and have a great weekend.

Yours sincerely,
Tim McBride.

Dear Mr McBride

Thank you again for your query regarding “search and retrieval” time, and
your suggested method of reducing the work involved in responding to your
request by obtaining “source format” data.

I have discussed your suggestions with nbn’s subject matter expert (SME).

The “search and retrieval” time estimate includes identification of
relevant datasets from our systems, design of a software solution to
extract a subset of the data, covering development, testing and quality
assurance of the solution.

I understand from the SME that location data in particular is obtained
from a variety of sources including third parties which nbn then cross
correlates and combines to produce its location data.  Use of some
location data, is subject to terms of use that nbn must comply with and
which might preclude provision in source format.  The cross correlation /
combination process has the effect that the source data does not
necessarily reflect the final location data used by nbn.  In addition, the
status data requires further processing to map to the status types (i.e.
planned, construction or available) per your request.

Accordingly, providing the source format data would require you to
implement the same cross correlation / mapping logic in order to achieve
and equivalent view of the data.

Please let me know if you have any questions regarding the above.  I
otherwise look forward to your response as per my letter dated 24 February
2020 requesting that you either:

o agree to pay the charge and forward the deposit; or

o contend that the charge has been wrongly assessed, or should be
reduced or not imposed (you should provide full reasons for your
contention); or
o narrow the scope of your request (which may reduce the charge
payable); or
o withdraw your request.

This message is from an external sender - be cautious, particularly with

Dear Rohan Singh,

Thank you for your response. I refer to your attachment outlining an
advanced deposit request for the FoI.

If possible, would you be able to clarify the work undertaken in the
"Search and Retrieval Time" as it pertains to my request? The reason I am
asking is that if possible, I would like to reduce burden of work required
by NBNCo (and thus the number of estimated hours required to complete the
request).

As such, I suspect that one possible way to reduce the amount of work
required is by obtaining the location-based data in the "source format",
or the format that would be used as the reference, or source of the data
within the NBN system. This may be in the form of a database file, a
spreadsheet, or some other file format(s). In this manner, I hope that the
data would not need to be converted or manipulated to fit my original data
format requirements and to reduce the amount of work required.

Please let me know if this is possible at all.

Thank you for your assistance with my request so far and have a great
weekend.

Yours sincerely,

Tim McBride.

Dear Mr McBride

Thank you again for your query regarding “search and retrieval” time, and your suggested method of reducing the work involved in responding to your request by obtaining “source format” data.

I have discussed your suggestions with nbn’s subject matter expert (SME).

The “search and retrieval” time estimate includes identification of relevant datasets from our systems, design of a software solution to extract a subset of the data, covering development, testing and quality assurance of the solution.

I understand from the SME that location data in particular is obtained from a variety of sources including third parties which nbn then cross correlates and combines to produce its location data.  Use of some location data, is subject to terms of use that nbn must comply with and which might preclude provision in source format.  The cross correlation / combination process has the effect that the source data does not necessarily reflect the final location data used by nbn.  In addition, the status data requires further processing to map to the status types (i.e.
planned, construction or available) per your request.

Accordingly, providing the source format data would require you to implement the same cross correlation / mapping logic in order to achieve and equivalent view of the data.

Please let me know if you have any questions regarding the above.  I otherwise look forward to your response as per my letter dated 24 February
2020 requesting that you either:

o agree to pay the charge and forward the deposit; or

o contend that the charge has been wrongly assessed, or should be reduced or not imposed (you should provide full reasons for your contention); or o narrow the scope of your request (which may reduce the charge payable); or o withdraw your request.
