Noise Abatement Trial - Survey

Waiting for an internal review by Airservices Australia of their handling of this request.

Dear Airservices Australia,

Re: recently released document:
Hobart Airport Noise Abatement Procedure (NAP) trial proposal - Flight Path
Design Assessment Outcome

Survey was incomplete and misleading.
Regarding your survey:

Q: Could I please obtain the total number of survey respondents by community and option selected.

Q: Could I please obtain total number of residents in the Southern Beaches Area that should have had the opportunity to be included in your survey.

Yours faithfully,

Cathy Minnucci

Dear MBX FOI,

I thank you for your reply.
Unfortunately, I am not sure that I have been as clear as I thought.
Q1: the total number of survey respondents by community and option selected.
You have stated 100 people completed the survey, but only 91 were considered in this Report.
You also referred me to page 4 but Document 1 has NO page numbers - did you publish the whole Report?
I am assuming you are referring to Figure 4 but it represents only the broader category.
A: Is it possible to obtain the 1-5 Options that were part of your survey by each area point you have listed on your Figure 4 map?
B: Is it also possible to obtain actual numbers per Option 1-5 rather than in %?

In regard to Q2: the total number of residents in the Southern Beaches Area that should have had the opportunity to be included in your survey.
The ABS figures you provided are of the Tasman and Sorell Area totalling over 19,300 residents.
If this is the area that your survey encompassed then 91 respondents would be far too low to obtain any relevant survey information.
I can also see survey bias in Figure 4 whereby those living directly under the flight path and most effected by your decision were not even given any higher weighting factor compared to those communities not effected at all!!
Also with due respect, it is also very easy to say everyone had an opportunity to participate in the survey but in reality you know this is untrue given many residents do not use or would not have the ability to utilise and navigate to your online survey.
I am disappointed that Airservices Australia continue to dismiss the common-sense option of moving the Hobart Flight path only 13km East over the water back to the pre-2017 flight path.

I thank you once again and will wait for further information around A & B above.

Yours sincerely,

Cathy Minnucci

Dear Airservices Australia,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Airservices Australia's handling of my FOI request 'Noise Abatement Trial - Survey'.

I have not received information regarding my FOI questions A & B on the 15th October 2023.
I have waited nearly a month and nothing has been forthcoming???

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.righttoknow.org.au/request/n...

Yours faithfully,

Cathy Minnucci

Hi Cathy

Unfortunately, the last day you could have applied for an internal review was on 10 November 2023. As your internal review application was made on 13 November 2023 it is unlikely that they would consider your application, particularly since they have been not responding to their emails as of lately (https://www.righttoknow.org.au/body/airs...).

Notwithstanding the above, the Australian FOI laws require that you request "documents" not information. The agency has no legal requirement to answer your FOI questions.

If you wish to pursue further, I would recommend making a fresh FOI request, ensuring you request "documents" not information.

Best of luck.

Dear MBX FOI,
I received a reply from a CR 1 FEB 2024 that mentioned I cannot have a review because it fell outside guidelines by 2 days. I would like to point out the request for further information was made over a month before the deadline.
Also, it was noted that "the Australian FOI laws require that you request "documents" not information".
I have been provided with a document that was later publicly shared by Airservices Australia (ASA),
My request was for data inputs directly related to the ASA NAP survey data from the 100 respondents.
The ASA NAP survey directly requested respondents to choose a preferred Option - My requests as per below was for AS to provide the breakdown of the option chosen by each respondent by AREA and in whole NUMBERS not %.
This formed the basis of the NAP Report and would have been collated and documented in order to create the tables and images for the public ASA Report, so it should exist.

Below was my submitted requests on the 15th October 2023...which was well within your window of time for an internal review.

A: Is it possible to obtain the 1-5 Options that were part of your survey by each area point you have listed on your Figure 4 map?
B: Is it also possible to obtain actual numbers per Option 1-5 rather than in %?
Hoping this is a more precise request that does fall with your scope.

Yours sincerely,

Cathy Minnucci

Hi Cathy, I am just a citizen who stumbled across your FOI request on Right To Know. I have no involvement with any government agency nor am I a moderator or admin of the site.

Just a friendly person passing by :)

I have a few FOI requests of my own and have read the legislation so I just made a comment on your FOI request to see if I can help. Let me know if you have any questions :D

Dear MBX FOI,

I have waited over 6 months for this information.
This information does exist as it formed the commentary for this ASA NAP Report.

On 11 September 2023
Q: Could I please obtain the total number of survey respondents by community and
option selected – this still remains unanswered.

I clarified again on the 15th October 2023
A: Is it possible to obtain the 1-5 Options that were part of your survey by each area point you have listed on your Figure 4 map?
B: Is it also possible to obtain actual numbers per Option 1-5 rather than in %?

The figure 4 Map has pinned community results in actual figures.
I will try and clarify again –
I request the breakdown by Option 1-5 (in actual figures) for each Community.

Yours sincerely,

Cathy Minnucci

Dear MBX FOI,

The survey inputs formed the basis of your Survey analysis and results, so it would be documented and does exist.
I note from Table 4 many of your respondents (who did not live under the flight path) wanted no change (which was Option 4) so, it cannot be that hard to provide the survey documentation that lists the actual figures by Option 1-5 for each community for the remaining respondents.
Half of the work around this FOI question has already been documented by you.
Please provide the other half.

Yours sincerely,

Cathy Minnucci
