The IPC is an independent statutory body which uses considerable resources engaging with NSW government agencies.
I seek information detailing the resources used by the IPC for both government & non-government agencies.

in the Speaking Engagements Register are with respect to our internal
corporate services e.g. internal audit, legal advice, website hosting and
our internal case management system for recording reviews and complaints.

listed above are the Commissioners and the Executive of the IPC and their

Staff have undertaken searches of its records management system ,email system and archived records to locate documents relating to your request. Please note however that documents relating to the complaint and investigative functions of the IPC is excluded information under Schedule 1 of the GIPA Act.

The attached spreadsheet details each of the IPC's speaking engagement over the past 6 years and Column D indicates whether a document exists for that speaking engagement and if it has been released in reference to your informal access application. I note the document release provided in the download link.

I have briefly perused those documents kindly provided by your office and remain
somewhat perplexed by the absence of some documents which would be expected to be
included from my request.

I do not seem to be able to identify documents that would be reasonably expected to result from the commissioner &/or officers associated or attending those functions.

I believe that it would be reasonable for the released documents to include:
- emails / correspondence from event organizers (maybe even including reminders or
amendments to the event program) to the IPC
- emails / correspondence from attendees corresponding with the IPC
- notes / records / reports or otherwise produced by IPC staff attending those events
- feedback from attendees / organizers from those events (this would reasonably be expected to
include minutes / notes / reports resulting from the event)

I do not think that those documents could be construed to be documents relating to the complaint and investigative functions of the IPC (excluded information under Schedule 1 of the GIPA Act).

Could you please confirm that the IPC does not take notes or make any records from any events
held or attended by staff of the IPC or seek feedback from the organizers or attendees?
Would this not be standard practice to ensure that the services of the IPC achieve their objectives?

Dear Mr Truss,

I refer to your email of 4 November.

To provide some background the majority of IPC's functions relates to the regulation of the NSW public sector and agencies that make up the public sector, including our complaint management functions. Our engagement with non-government groups is limited to speaking at conferences that are generally held for public sector agencies. Conference organisers contact the IPC to seek presentations from our Commissioners, in most cases a Commissioner provides a presentation to these Conferences which we have provided to you as well as our speaking engagement register. There are no notes or minutes taken and no correspondence form attendees at these conferences and the purpose of the presentations is to promote information access and privacy obligations of agencies and the rights of citizens and to explain the nature of our regulatory work and any trends in information access and privacy that we see in our work and report to Parliament.

The IPC does however hold administrative records relating to the organisation of these speaking engagements. Over the past 6 years there has been over 200 speaking engagements that our Commissioners have participated in so the number of administrative records is vast. Staff have spent 2 days reviewing emails in our records management system for 2016-17 speaking engagements including redacting personal information. A copy of these records are shown in the link below and provide context to the type of administrative records held by the IPC.

To undertake searches and redact personal information for the remaining speaking engagements until 2021 would require weeks of staff resources, given the Commission only has a small number of staff that process, review and complete Corporate GIPA applications.
Given the volume of documents requested, we ask that you please consider the scope of your request and consider narrowing the search criteria to specific documents or speaking engagements from the register we have provided you. We hope this email provides some context to the non-government engagement the IPC undertakes and we would be happy to provide further assistance to you with a reduced scope for other speaking engagements.
