Dear Saksham Manchanda,
Thank you for your application under section 24 of the Right to Information Act 2009 (RTI Act), received by Brisbane City Council (Council) on 23 September 2025, to obtain access to the following documents:
+ICI- I am enquiring about how many applicants are being invited to citizenship ceremonies below:
1. Wednesday 8 October 2025
2. Thursday 13 November 2025
3. Monday 8 December 2025
The decision maker who has been allocated to process your application is Charlotte Rol.
Action Required +IBM- Non-Compliant Application
Section 24(2) of the RTI Act stipulates the requirements for an RTI application to be compliant. Unfortunately, your application needs your attention to make it compliant, and continue processing, as detailed below.
Application fee
An RTI application must include an application fee of +ACQ-57.65 as per section 24(2)(a). This application fee is not able to be waived.
Please provide payment of the application fee via the attached credit card authorisation form.
The RTI Act provides the community with the right to apply for government held information, however it does not create a right to have questions answered, or answers to questions extracted from documents. As such, the decision maker will not be able to answer the following question that is within the scope:
+ICI- How many applicants are being invited to citizenship ceremonies
Based on this, I recommend that the scope of your application be amended to remove the questions, I have provided a proposed amended scope below:
+ICI- Documents regarding invites to Brisbane City Council citizenship ceremonies being held on Wednesday 8 October 2025, Thursday 13 November 2025 +ACY- Monday 8 December 2025.
Please confirm if you are agreeable to the above revised scope. Alternatively, please advise me if you have any questions or concerns in relation to the above information and / or proposed scope. I note that I will not request searches until an agreed scope is confirmed.
Timeframes
Under the RTI Act Council is allowed 25 business days (from the date we receive the compliant application) to process the application and provide you with a decision.
Council will notify you of the due date once the application becomes compliant.
Please note that the date of decision may change depending on a number of factors including the following:
+ICI- If consultation with yourself, or other parties, is necessary under section 37 of the RTI Act+ADs- and/or
+ICI- If an extension of time is required to process the application, as per section 18(2) of the RTI Act.
RTI Processing and Access Charges
If your application will take longer than 5 hours to process, then Council may send you charges estimate notice, as per section 36 of the RTI Act.
If you were to receive a charges estimate notice, you would have the opportunity to reduce your scope, agree to pay the charges, or withdraw your application.
Next Steps
Please provide the above requested information to Council by 13 October 2025.
If your application fails to become compliant by the requested date, Council may refuse to deal with your application. If this occurs, you will be notified via a formal decision notice.
Please contact the RTI Team if you have any questions or concerns relating to making your application compliant.
