Under the Freedom of Information Act, I request the raw data set of parking tickets issued in the name of Port Phillip City Council within the previous 12-month period (prior to June 15 2017) broken down by:

a) Ticket #
b) offence date
c) offence time
d) offence location (Area/Street/Suburb)
e) offence ID (Code / Section / Description)
f) Penalty $
g) officer ID
h) vehicle registration #
i) State of registration
j) Make of car

Preferred format to receive this information is by e-mail in a flatfile CSV format.

This information has been obtained from adjacent councils excluding g) and h) where 33(1) of the FOI act was stated as the reason.

Please provide a waiver to the administration fee given current financial hardship. This has been provided by adjacent councils.

I would be grateful if you could confirm in writing that you have received this request, and I look forward to hearing from you within the statutory time period.

Hello Elizabeth,

 

Before we can consider your Freedom of Information request we require a
copy of any Concession card you may have please so we can decide whether
or not a waiver of the FOI Application Fee is appropriate.

 

I interpret your request to mean that you would like statistical data from
1 June 2016 to 31 May 2017. If this date range is incorrect please let me
know.

 

Also, I would be grateful if you could provide an alternative email
address please. Council has not yet had dealings with the Right To Know
email address so we are not sure that our emails will always reach their
destination.

Thank you for your prompt response. Regarding your clarification queries:

a) I am currently a single <30yo female, unemployed (previously cafe/hospitality) and drawing on savings rather than using tax payer handouts. This has been accepted without further information upon similar FOI requests.

b) 1st June 2016 - 31st July 2017 would be ideal.

c) I am receiving communications via RightToKnow without issue. Previous requests have all been supported by the relevant Victorian state authorities without concern or question.

Thank you for clarifying your financial situation. In the circumstances
the Application Fee required by the Freedom of Information Act will be
waived. As you have requested, I will search for data between 1 June 2016
and 31 July 2017.

 

Council is now processing your request and will provide you with a
response as soon as is practicable. This should be no later than 25
September 2017 unless further clarification of your request is required.

In an email dated 9 August 2017 you confirmed that the relevant data range
for my search should be from 1 June 2016 to 31 July 2017.

*** Please find attached Part One and Part Two of the .csv file containing
the raw parking infringement data for that timeframe. Unfortunately, the
full document is too large to be sent in one email from Council’s
server.***

The information regarding Offence Time, Officer ID and Vehicle
Registration Number has been exempted in full in accordance with Section
33(1) of the Freedom of Information Act. Section 33(1) of the FOI Act.
Section 33(1) states that a document is exempt if its disclosure “would
involve the unreasonable disclosure of information relating to the
personal affairs of any person”. Pursuant to Section 33(9) of the FOI Act,
“information relating to the personal affairs of any person” includes
information that identifies any person or discloses their address or
location, or from which any person’s identity, address or location can
reasonably be determined.

It is necessary to exercise care so that the personal privacy of
individuals is properly protected. It would be unreasonable in this
instance for the personal affairs information to be disclosed.

In making this decision I have taken into account, among other things, the
nature of the information, the circumstances in which Council came to
possess the information and the likelihood that the individuals concerned
would not wish their personal affairs information to be disclosed without
their consent.

Review rights

As a decision has been made to refuse access to some of the information
requested by you (the name, address and contact details of some
individuals), you may under section 49A(1) of the Freedom of Information
Act 1982 apply to the Freedom of Information Commissioner for a review.
Your application must be made within 28 days after your receipt of this
