Payments to DigiCert & Setigo
Dear Bureau of Meteorology,
I request the invoices/receipts relating to payments to any of the following: DigiCert; CyberTrust; GeoTrust; QuoVadis; RapidSSL; Thawte; Mocana; Setigo; Comodo (Comodo CA); Xcitium
Timeframe 10 April 2024 to 10 May 2025
I request that any non-public commercial information is redacted from the line items to resolve any commercial-in-confidence concerns, following the rationale that if the name of a product is public, it no longer can be considered commercially secret. (47G of the FOI Act)
Similarly if BoM paid the public list price for a product/service this cannot be considered a commercial secret by definition. See OAIC FOI Guidelines [5.192], which clarify that for information to be exempt under s 47G of the FOI Act, it must have the necessary 'quality of confidence' and not already be in the public domain or common knowledge.
However, in the case BoM paid above the public list price, I request this is not redacted as disclosure of overpaying for a service/product would inform debate on a matter of public importance and/or promote effective oversight of public expenditure. Disclosure of potential overpayment is essential for ensuring government accountability and the proper use of public funds. See Besser and Department of Infrastructure and Transport [2013] AICmr 19 (6 March 2013)
Yours faithfully,
Zack
