How to classify the result of this request? I have decided to say that the information was provided. This is a problem because the information was not sent to Right to Know. Also, I think the applicant did not get the information! So why do I classify it as a success. For this reason: the applicant was told that the information was "open access" and that the applicant could view the information at the council offices. I do not know why it was not possible to send a copy of the information to the applicant via Right to Know but that is another problem. The applicant has decided, I think, not to go to the council offices to view the public information but this is not the fault of the council.

So, I have said that the request was successful because the information is available for any person who wants it. It is public information and there is a method to get it.
