Thank you for your request to the Department of Health (Department) of 13
October 2018  seeking access under the Freedom of Information Act 1982
(FOI Act) to:

 

                ‘the Primary Health Network Mental Health Lead Site
Project (Lead Site Project) evaluation’

 

Preliminary searches undertaken indicate that the Department does not
appear to hold any documents within the scope of your request.

 

The PHN Mental Health Lead Site Project evaluation is made up of two
distinct parts, Part A and Part B (also known as Link-me). The evaluation
is still in progress, and is due to be completed in September 2020.

 

The University of Melbourne has been contracted by the department to
undertake the evaluation.  Information on the evaluation, including the
evaluation frameworks and fact sheets describing Part A and Link-me are
accessible through the evaluator’s website -
blogs.unimelb.edu.au/phn-lead-site-project/. Reports on the progress
evaluation, when appropriate, will also be published here.

 

Next steps

On that basis, please confirm if you would like the Department’s FOI unit
to make a formal FOI decision that we hold no documents, or alternatively
please confirm if you would like to withdraw your request.

 

If the FOI unit does not hear from you by COB Friday 9 November 2018
indicating your preferred option, we will consider your request withdrawn.

Locutus Sum left an annotation ()

The decision by the authority looks very reasonable although it is not actually what the Act requires. When there are no relevant documents for an FOI application, the application should be refused on the basis of s 24A ("Documents cannot be found or do not exist"). The formal refusal then enlivens a right of review.
