I have no idea what was meant by this '9am'email. I have a suspicion that it was an accident.

No outcome was achieved from my enquiries. It appears that, like most government departments, they are protected from any enquiries and do not answer to their ratepayers. Local councils in Australia are a law unto themselves and provide little to no value for money to the ratepayers who pay their salaries.

my reading of this reply is that he's whining about the fact that you emailed it not in his favourite PDF format.

their form is here by the way: https://files.northernbeaches.nsw.gov.au...

so if you've got $30 to spare you can still apply (some states waive some fees for concession card holders but i haven't checked nsw).

it says on that form you dont have to provide your contact details (but they might not give the info?).

if you're still willing to have a crack I'd ask if the PDF form is LEGALLY necessary and that you're happy to provide any MANDATORY information and ask to outline exactly what that is as you want the request to be public through the right to know website.
