request. FOI guidelines (paragraph 2.90) state that the right to obtain
access under the FOI Act does not apply to documents that are publicly
available. Australia's submissions to the Committee on the Elimination of
All Forms of Racial Discrimination are publicly available in the United
Nations Treaty Body database:

Searching by "document type" in the link provided above will bring up
Australia's reports submitted to the Committee from 1993 onwards
