Thank you for your reply. My understanding is that a formal GIPA application is not always required. Your own “Accessing University information” page states: “It may not be necessary for you to make an application for information under the GIPA Act,” noting that information can often be provided outside a formal application.
The University of Sydney
NSW’s Information and Privacy Commission also encourages informal release of information where appropriate, as it is often more efficient and timely for both agencies and the public.

It is correct that some information may be suitable for release through methods other than GIPA, however, the information that you mentioned does look like it should be applied for through a GIPA application.
I am unable to comment on what may be released or not as I have not sighted the documents you are requesting.
If you wish to apply for the information through GIPA, you must provide further detail to allow this office to search for the documents you require.
We require you to provide the following information as you lodge the application:
1. Specify what you mean by "communications", if it is e-mails you are seeking, specify this.
2. Provide detail on where you believe the information is held, "any communication between Syd Uni and Melb Uni" is not a valid request, as e-mail searches of the entirety of University of Sydney would be an email search across approximately 20,000 personal and approximately 10,000 role-based email accounts.
It is not reasonable or feasible to run these types of searches, even with specific identification of keywords or domains.
3. Provide clear detail on what document you are seeking and what it relates to.
In terms of associated costs, you will have to pay the $30 application fee, further, there may be processing costs which are $30 per hour of processing, this includes all time spent conducting searches and reviewing documents, by all university staff involved in the process.
