C-POS and PACE Program
Dear FOI Officer,
I am writing to request access to documents under the Freedom of Information Act 1982 (Cth). I seek access to the following documents held by the NDIA:
1. Internal Briefings, Rogers’s Reports and Documentation
• Any internal briefing papers, presentations, reports, or executive summaries relating to:
• The NDIS PACE system implementation.
• The “Point of Support” claims processing
• Any documents relating to eInvoicing pilot programs, the c-pos program and PACE procurement.
Date range: 1 January 2019 to the date of this request.
2. Costs and Expenditure
• Documents outlining:
• Budgets, expenditures, or financial reports associated with the implementation or trial of the PACE system, Point of Support claims, and eInvoicing mechanisms.
• Any procurement contracts, service agreements, or invoices issued to external vendors relating to these systems or pilots.
Date range: 1 January 2018 to the date of this request.
3. Correspondence Involving Alex Stewart or Andrew Colvin
• Any correspondence, meeting notes, or memos:
• To, from, or mentioning either Alex Stewart, Garth OBrien or Andrew Colvin relating to technical errors, system concerns, or operational issues associated with the PACE program 3P, C-pos or any other system-related changes within the NDIS to senior government officials internal and external
This includes (but is not limited to):
• Discussions of technical faults.
• Issues affecting participants or providers.
• Escalated complaints or concerns received internally or from external stakeholders.
Date range: 1 January 2022 to the date of this request.

I request that documents be provided in electronic format. If full access cannot be provided to any document, I request partial access be granted where possible, redacting exempt material under section 22 of the FOI Act.

Irrelevant Information
Section 22 of the FOI Act allows an Agency to redact information from
documents if that information would reasonably be regarded as irrelevant
to a request for access.
Given the nature of your request, it does not seem that NDIA staff
members’ surnames and contact details would be relevant to you. Can you
please send me a reply email confirming that such details are irrelevant
to your request for access?
Processing Timeframes
In accordance with section 15(5)(b) of the FOI Act, a 30-day statutory
period for processing your request commenced from 1 June 2025. This 30-day
period expires on 30 June 2025.
The 30-day period can be extended in a number of ways, including with your
agreement.
Unfortunately, it is currently taking us a little longer than 30 days to
process FOI requests due to a very high volume. I am therefore seeking
your agreement to a 30-day extension of time under section 15AA of the FOI
Act. If you agree to this extension, the new due date for us to decide on
your request will be 30 July 2025.
If you do not agree and we are unable to process your request within the
30-day period, we will be deemed to have refused your request and you will
not have a right to seek internal review of that decision. You will,
however, retain your right to external review by the Australian
Information Commissioner.
Please let us know if you agree by 6 June 2025.
Next steps
Your request will be allocated to an authorised FOI decision-maker. The
decision-maker may need to contact you to discuss a range of matters,

Dear Foi,
I believe that it would be in the public interest to know which individuals had been alerted to issues related to the PACE and C-Pos programs. This would help us understand what systemic change is required to better safeguard public funds and get better outcomes for the public in such projects, as these projects have significantly increased in cost despite providing very little public benefit.
If a slight extension is required, that is ok, though I note my last request was over 170 days overdue before receipt of the documents requested.
