It is correct to say that this is a request for information but I think that it is in the scope of the FOI Act. Information about employees is (I think this is absolutely definite) contained in the department's computers. Section 17 of the Act says that if the information the applicant wants is in a computer and the agency could produce a document (using the computer) that contains the information the applicant wants, then "the agency shall deal with the request as if it were a request for access to a written document so produced and containing that information and, for that purpose, this Act applies as if the agency had such a document in its possession".

So this would be a reasonable request to make again and ask for internal review. If the applicant needs assistance to make the request, please send me a message.
