The Western Sydney University is of itself the organization that has the information you want. Western Sydney University is subject to the Government Information (Public Access) Act 2009 (NSW) so you can make your request directly to the university. It is possible to make the new request from Right to Know. You can find the university in the list of authorities (look at the View authorities tab) where it is still called University of Western Sydney. If you hurry you will be the first person to use RtK to make a request to this authority!
To make a request under the G.I.P.A. Act, you must pay a fee of $30. It is possible to pay the fee by credit card with "iPay" as I can read on the page at http://www.uws.edu.au/about_uws/leadersh... . So you could first pay online and make a receipt number and then use Right to Know for the request and say in your email the receipt number that you have.
I did not know any details until I read your request but I expected the change of name was by an legislation. Now I do not think so. I cannot find any legislation to change the name. Instead I have discovered that the body is still called University of Western Sydney but it has a trading name called Western Sydney University (https://abr.business.gov.au/SearchByAbn....) and this name started 31 July 2015.
