Dear Department of Finance,

Notwithstanding your decision in relation to FOI 16/97 to refuse the request for access to the Scoping Study in question on basis of it being classified as a cabinet document (Sect 34 of the FOI Act), I am seeking to obtain related documentation that may assist in developing an understanding of the underlying rationale and justification for the subsequent tender process.

I note that the 2014-15 Annual Report references the role of the Registry and Licencing Business Advisory Committee:

"During 2014–15, the (Registry and Licensing Business Advisory) committee was actively engaged by the Department of Finance Scoping Study working group in providing feedback on and input into the future ownership options being considered for the registry business." (2014-15 Annual Report pg 160)

While not to be limited by this, I am seeking documentation provided to the committee and associated meeting minutes as they relate to the Scoping Study.

I am also seeking any other briefing documents, extracts or versions of the study provided to committee or otherwise that are not deemed to be cabinet documents.

The absence of this information has contributed to a growing level of public concern from a wide range of interest groups (including journalism & media, academic & research, data brokers, and public advocacy). I hope that this FOI might result in a more open and transparent assessment of decision process to date and lead to outcomes most able to address our national interests.

Thank you for your email, to the Department of Finance (Finance)
requesting access to the following under the Freedom of Information
Act 1982 (FOI Act).

In a letter of 27 October 2016, Finance provided you with a section 24AB
notice.  The letter outlined that Finance deemed the scope of your request
too large to process as the work involved would substantially and
unreasonably divert the resources of the agency from its other
operations.   The letter indicated that within 14 days after the day you
received the notice, you were required to either withdraw the request;
make a revised request or indicate that you did not wish to revise the
request. 

 

As Finance has not received a response from you within the timeframe
indicated, your request is now deemed withdrawn as prescribed by
subsection24AB(7) of the FOI Act.
