Can you confirm that you have received my previous email of 6 October 2018 asking for a copy of documents that have already been released under FOI?

If you had simply provided a download link to the document, or the information it contains, as per section 14.32 of the FOI Guidelines:

"Publication of documents directly through the disclosure log, rather than providing a description of the documents and how they can be obtained upon request from the agency or minister, is consistent with the FOI Act object of facilitating public access to government information."

then I would not need to follow up with you in this manner.

Yes, it is disappointing that some agencies have amended their FOI disclosure logs, so that they are now quite opaque and rather defeat the purpose of a disclosure log.

However the OAIC has told agencies that they are under no obligation to provide direct access via their websites to disclosure log FOIs, and that it is sufficient to just publish a schedule instead (making accessing the FOIs only via request permissible).

Some agencies that still publish their disclosure logs, like the Australian Digital Health Agency, even reduce access by publishing their FOIs in the exotic Dynamic XFA (XML Form Architecture) PDF format, which most PDF viewers can’t even read.

These practices lead to avoidable increases in FOIs, as people can’t easily discover if a similar request has already been dealt with.
