Dear NBN Co Limited,

I am requesting a list of the HFC speed tiers available in each HFC area ID (the ID with the format XXXX-XXXXX).

Ideally this would list each ID and the HFC speed available (100mbps, 250mbps, 1000mbps or if applicable the multiple speed tiers available in each ID area).

Yours faithfully,

Henry

Dear Rohan Singh,

Thank you for your response.

When the new HFC speed tiers were introduced last month, ISP's were given some form of a document that listed the areas and the HFC speeds that each area would receive.

I should clarify when I speak of HFC speed tiers... these are the new maximum TC-4 speeds that premises can receive over the HFC network, these tiers are 100/40, 250/25 or 1000/50.

It is my understanding that this may have been a spreadsheet. I am not sure of the contents of this document however if such data does ideally it would use the ID code that are used by the NBN. I have posted an example below with the preferred ID:

(an example of a HFC region from inner Brisbane)
CSA ID :CSA400000010134
POI :Bundamba
Area: Charlotte
FSA Code : 4CHL
ID : 4CHL-A0238 (This is the preferred ID)
RollArea: 4CHL-66 (This format of ID is also acceptable)

Obviously if the data is not easily acccessible in that format then any other format would be ideal.

Finally, this data should not be claimed as "commercial activities" given consumers have the ability to look up this exact information on a per property basis via individual ISP websites.
Yours sincerely,

Henry

Dear Rohan Singh,

I am requesting that the fee be waived on the basis of the request being in the general public interest.

At the time the NBN higher speed tiers were released, numerous news websites detailed tiers however there was limited information provided to the public about where these tiers can be obtained on the HFC network.

As a result, threads on Whirlpool (an online technology forum) have been viewed by over 47,000 unique users with many discussing the locations of the ultra-fast tiers on both the FTTP and HFC networks. Given this large interest online, it is clear that both users of Whirlpool and even the general public would be interested to see how fast their area is without having to search specific addresses, hence my request for the fee to be waived.

As a side note are you also able to give a brief explanation as to why the decision-making time is so high. I'm not very familiar with this FOI stuff however I find it strange that it takes 21.5 hours of decision-making time for a single document. This is more a general curiosity question so if you can't answer it please don't worry.

Yours sincerely,

Henry

Dear Henry

Please see attached correspondence regarding my charges decision.

In answer to your informal question regarding the decision-making time, I
refer you to paragraph 11 in my charges decision.  In addition, for your
reference, the scope of your applications covers multiple lengthy
documents, not a single document.

Please let me know if you have any further questions.

websites detailed tiers however there was limited information provided to
the public about where these tiers can be obtained on the HFC network.

As a result, threads on Whirlpool (an online technology forum) have been
viewed by over 47,000 unique users with many discussing the locations of
the ultra-fast tiers on both the FTTP and HFC networks. Given this large
interest online, it is clear that both users of Whirlpool and even the
general public would be interested to see how fast their area is without
having to search specific addresses, hence my request for the fee to be
waived.

As a side note are you also able to give a brief explanation as to why the
decision-making time is so high. I'm not very familiar with this FOI stuff
however I find it strange that it takes 21.5 hours of decision-making time
for a single document. This is more a general curiosity question so if you
can't answer it please don't worry.

Yours sincerely,

Henry
