Issuing Authority of Fines in Quay St, Ultimo

Dear City of Sydney,

Recently in Quay Street Ultimo, in front of the UTS library, motorcyclists have been receiving parking fines for not paying for parking tickets. My understanding was that any City of Sydney Council street was free to park in for motorcyclists, as long as the time limits were followed.

This has been the case for the last 5 years of parking in this street. However, after speaking to several "rangers", they have said that this stretch of road is no longer enforced by City of Sydney - rather it is now under the issuing authority of Property NSW.

I would like to know the validity of Property NSW to issue fines, and assuming they have this authority, I would like a complete list of what streets they have authority over.

As the street signage does not indicate any obvious change, it is crucial to find out where it is safe to park motorcycles now.

enforced by Property NSW and has provided the attached map.
