Dear FOI Contact Person,

This is a request under the Freedom of Information Act. My address for the purposes of s 15(2)(c) of the Act is the email address (with a righttoknow.org.au) domain that is attached to this email.

I write to request
(i) the document(s), produced between 1 July 2016 and 30 June 2017, that indicate the policy decision of the ATO not to send notices under the FOI Act---for some applicants---to the applicant's address. I appreciate that the policy might not be universal and that the ATO policy might discriminate against applicants of a particular race, applicants who have an address disliked by an ATO policy maker, applicants who live in a particular state, applicants who apparently have a disability, or applicants who might appear from their name to be of a particular religion or ethnicity.
(ii) documents that indicate the name and AGS number of every officer who, between 1 July 2016 and 30 June 2017, endorsed the policy decision described above, and of any officer who has, in accordance with the policy, failed to send a decision notice to an applicant at their stated address.

Dear FOI Contact Person,

I write to correct clarify my email request (sent yesterday) regarding the names of officers responsible for the ATO policy of not sending notices.

In my request I wrote, at paragraph (ii), "... and of any officer who has, in accordance with the policy, failed to send a decision notice to an applicant at their stated address". Please substitute: "... and of any officer who has, in accordance with the policy, send a notice under the FOI Act to the applicant at at address other than the address given by the applicant for the purposes of s 15(2)(c). Among other reasons for wanting the information, I may wish to complain to the APSC about breaches of the requirement in the APS Code of Conduct:for APS employees to comply with Australian laws."
