NDIS actuary advice to Minister Shorten on cost due to legislation delay

The Australian Newspaper published an article 27/6/2024 (see https://www.theaustralian.com.au/nation/...) claiming
"NDIS Minister Bill Shorten said the scheme’s actuary had calculated the two-month delay would add more than $1bn to the cost of the scheme over the budget’s forward estimates"
Please provide, in accordance with the provisions of the Freedom of Information Act,
a) the scheme actuary's complete advice to the Minister that includes support for the Minister's claim above,
b) the request(s) to the scheme actuary that caused that advice to be compiled.

The Agency's response does not address the request made.
Part 1 of the request asked for " the scheme actuary's complete advice to the Minister". Clearly, a submission to a parliamentary committee does not in any way match what was requested.
Part 2 of the request asked for "the request(s) to the scheme actuary". A speech in parliament is far from what was requested.
There is no visible attempt to satisfy this request.
But government processes have now degenerated to such an extent that the truth about thing like this will be kept secret. In my opinion, the truth about government is no longer accessible.
