The Freedom of Information Act does not allow you an internal review. This might seem a bit strange but, very briefly ...
1. You applied for information.
2. The department did not reply within the 30 days allowed by law.
3. The department's behaviour is not commendable but it is also not punishable. They have not committed any offence!
4. Because the department did not respond to your request within the time allowed by the FOI law, section 15A(3) of the FOI Act comes into operation. Again, briefly, that section says that if the department did not actually make a decision in the allowed time then the law will pretend that the principal officer of the agency personally made a decision refusing your request. The word used in the Act is not "pretend" it is "deemed" but it is the same thing.
5. A decision by the principal officer of an agency cannot be reviewed internally. Your only options are (A) to ask for a review by the Information Commissioner or/and (B) to COMPLAIN to the agency about their bad management of your application.

If the agency had behaved properly then they would not just write you a very long junk letter about visas, money and how busy they are. They would tell you that they had many FOI requests and they would ask you for an extension of time. That is the method that the FOI Act describes but the agency did not do this. So, options A and B but not internal review. The law does not understand "internal review" for non-existent late decisions.

In a previous annotation I said that the applicant is not entitled to an internal review. This is true. But it is possible still for the authority to make a very very late "primary" decision .
