I would like to request an internal review of your decision.
I have obtained a copy of the email chain you have redacted in the form of handwritten notes from the staff member concerned. The notes were written on an ATO-branded notepad 'FOI: write for the world to see', so I imagine the staff member concerned has no objection to the material being publicly released.

I refer to the below email in which the Commissioner appears to make fun of the appearance of Collingwood supporters.

This is not the kind of joke I would expect to read from the Commissioner, or anyone in senior management, in an official corporate communication. I question whether this ‘joke’ is consistent with the APS Values and Code of Conduct, and the standard of behaviour the Commissioner appears to be setting for everyone else.
