The FOI officer is referring to the fact that your right under Section 15 of the FOI Act is to "access copies of documents" and to do so you must provide enough information to find such a document if it were to exist.

If there is not already a document or a database that has this information, the FOI section probably would not have the discretion to make one for you. They do occasionally create new documents voluntarily when you ask for a total of numbers and such.

One way to find out what documents might exist is a "Harradine report" or "File List" which shows you files of documents you may want to request. For the AFP these can be found at http://www.afp.gov.au/about-the-afp/acco...

Or if you wanted to know just the cameras in a particular region, you could ask for documents/emails/letters relating to the installation and maintenance of cameras in that specific region between specific years. This wouldn't work for the whole country because Section 24AA says agencies don't need to process unreasonably large requests.

About a month ago a Right To Know administrator marked this request as "not FOI" which hid the request.

I feel it should not be hidden despite being classified as "not an FOI request" by the authority so I've marked it as "refused" as I feel this represents the authority's response better. They are refusing to consider this an FOI request because it doesn't not fulfil their criteria.

By not hiding this request other people can see that making a similar request would be rejected. It also keeps the valuable advice Alex has given visible to everyone.

I came across this while investigating the FOI for an upcoming research project.

I would like to pursue this legally for the aforementioned project, correct wording and citations of legislature is vital for requests like this.

Any assistance with the legislature and the best means to approach it would be welcomed.

I'm almost certain there grounds for a request of this nature within the FOI - but i'm not a lawyer.
