Dear Queensland Department of Communities, Child Safety and Disability Services,

I am making an application for disclosure, pursuant the public interest provisions & Freedom of Information Act. The requested disclosure is for detailed information to be provided to the public in relation to the total number of 'Child Safety Officers' currently employed at the level of 'Team Leader' or above. How many of them have completed higher learning are university qualified in a relevant field. How many have no formal educational qualifications but are considered to be professionally qualified.

Further request for disclosure, in relation to how many 'Child Safety Officers, employed as a Team Leader or higher, have been subject to adverse professional disciplinary proceedings. That had been internally instituted by the department due to suspected acts of misconduct and/or serious misconduct of public office. Specifically, the information is sought for the South East QLD Regional offices of the Gold Coast, including Beaudesert, Jimboomba and Beenleigh.

Please also outline the 'Organisational hierarchy and structure,of the department and clarify the policies and procedures that are applied and/or followed to the complaints processes. In particular when the complaint is a serious complaint involving things like misconduct in public office.

Please provide the requested disclosure for the Gold Coast,Beaudesert, Jimboomba & Beenleigh Offices respectively.

rights of access to documents of an agency in existence at the time of the
application; it is not a mechanism through which to ask questions.  Your

You have not made an application. You have made an enquiry asking questions and I have advised you that the right of access in the Right to Information Act 2009 extends to documents of an agency; it is not a mechanism by which to ask questions.

If you wish to make an application for documents, I would invite you to reply telling me what documents of the agency you want to access. I can then assess whether your application is valid.

I would normally say that this request had been refused but the reply from the agency makes me say something different. The officer correctly says that the applicant has not made a formal application and the officer has treated the email as an enquiry. The officer has answered the enquiry (not the non-existent formal application) so in this circumstance I say that the information was provided. The applicant can disagree and change the status.
