Response to this request is long overdue. By law, under all circumstances, Inspector General of Intelligence and Security should have responded by now (details). You can complain by requesting an internal review.

Dear Inspector General of Intelligence and Security,

This is to request under the Freedom of Information Act 1982 (Cth) for all documents [1] that contain the word or phrase "portrayal" [2][3].

In order to reduce the scope of the request I am able to provide you a date range when the documents would have been created. The date range in this instance would cover the period 23 July 2014 up to now. [4]

You can send the requested document(s) in PDF format (.pdf) to the The Right to Know email address as it is valid for the purposes of s.15(2)(c) of the FOI Act.

I hereby lodge an application for all costs of handling this request to be waived on the grounds that it is in the public interest. The ability to communicate without interference is an inalienable right that may only be derogated by way of a Court order or in the interest of national security or other exceptional circumstances.

On the 23 July 2014 I wrote an e-mail to a lawyer working for a civil society organization asking for assistance with a matter that was arguably decided at the Victorian Civil and Administrative Tribunal (VCAT), 55 King Street, Melbourne VIC 3000, Australia.In that e-mail I used the word or phrase "portrayal". On the 25 July 2014, I received written reasons for the matter that was arguably decided at VCAT on the 08 July 2014. The written reasons contains the word or phrase "portraying". please see http://kvisit.com/Ow/5h0 - (page 4 of 6). It is highly unusual (and out of character) for the member presiding in this matter Member Kefford to use such a word or phrase without any knowledge (be that may indirectly and/or partially) of my e-mail of 23 July 2014 to the civil society organization.

I would point out that just because an agency is exempt under FOI, doesn't mean they can't answer the questions voluntarily....
