Dear Mr Green,

Freedom of Information Request - FA 19/03/01223

I refer to your email dated 22 March 2019 in which you requested access to
documents held by Department of Home Affairs under the Freedom of
Information Act 1982 (the FOI Act).

Your FOI request received sought access to:

Documents in relation to the eligibility of persons applying for the
Community Support Program, according to nationality, ethnicity, religion
or place of residence.

Please limit this to briefing papers, reports, guidance notes, policy
documents and advice the senior officials and the Minister.

Please limit this request to only documents since 2013.

On 22 August 2019, the Department notified you of its intention to refuse
your request on the basis that either the work involved in processing your
request in its current form would substantially and unreasonably divert
the resources of Department from its other operations due to its broad
nature, size and complexity, or that the request does not satisfy the
requirement in section 15(2)(b) of the FOI Act, which requires you to
provide such information concerning the document you are seeking access
to, to enable the Department to be able to identify it.

In particular, the Department notified you that, within 14 days of receipt
of that letter, you must advise Department that:

·         you wish to make a revised request; or

·         indicate that you do not wish to revise your request; or

·         withdraw your request.

The 14 day period has now expired.  As such, in accordance with section
24AB(7) of the FOI Act, Department considers that your request has been
withdrawn.

If you have any enquiries concerning this matter, please do not hesitate
to contact an FOI officer at [1][DIBP request email]

Dear FOI,

Thank you for your correspondence dated 22 August 2019 in relation to FOI request FA 19/03/01223. I note some confusion because subsequently, on 23 August, a response to a different FOI request (FA19/03/01219) was assigned to this request on the "Right to Know" platform.

I see you have provided a link to a document released under a previous FOI request, FA 18/08/00011. I am happy to limit the scope of my request to the document released under that request, however, I disagree with the decision to redact that document. In particular, I seek the information redacted, under the heading, "Priority caseloads for the offshore Humanitarian Program in 2017-2018" on page 9 and under "Applications that should not be proposed" on page 10.

Yours sincerely,

Michael Green

The Department had issued you with a deemed-withdrawl of the application at 4.03pm though your change to scope was received at 4.05pm. Owing to the confusions with email address, we will re-open this case and continue with assessment, taking into account your changes to scope.

For clarity, we will work to your revised scope on this case as follows:
