NDIS communication with National Autism Strategy development
Dear National Disability Insurance Agency,
Over the past two years, the Australian Government developed a National Autism Strategy (NAS) and released 3 of 4 parts on 14 February 2025. The final part, the Health Roadmap for Autism was released later.
Please provide, in accordance with the provisions of the Freedom of Information Act 1982, all information showing communication between the NDIS/NDIA and:
a) the secretariat for the development of the National Autism Strategy,
b) the Oversight Committee/Council for the National Autism Strategy, and
c) the working groups that also were involved in NAS development.
I am especially interested in what information the NAS sought from the NDIS, and what information about autism the NDIS provided to NAS development.
Yours faithfully,
Bob Buckley (A4 Co-convenor)

Dear foi,
As DSS and its administration of its National Autism Strategy development excluded Autism Aspergers Advocacy Australia (A4) from its part of the development process, I do not know what communication protocols it used or what email addresses it used for communication.
Some of the public consultation used the email - AutismPolicy at dss.gov.au - but I doubt this was used for communication with the NAS Oversight Council/Committee.
The email address - NationalAutismStrategySecretariat at dss.gov.au - may also be relevant.
Yours sincerely,
Bob Buckley (A4 Co-convenor)

Dear foi,
I propose the following action in order to move forwards.
Please provide a file that contains a list (in processable electronic form, e.g. CSV, XLSX of SQL table - not PDF) of the from, to, subject and date fields for the "minimum of 2,500 documents fall within the scope of your request".
If possible, it would also help if the list provided the filenames of attachments to those emails.
This would allow me to limit my request to specific documents thereby reducing the size of the response to my request.
I am happy to discuss this further if you feel this is too difficult or there is a better way to deliver the required outcome.
Yours sincerely,
Bob Buckley (A4 Co-convenor)
Dear Bob Buckley,
Thank you for your email, unfortunately we will not be able to produce a
list of the requested information.
The work involved in producing a list of the requested information would
substantially and unreasonably divert the resources of the NDIA from its
other operations due to its size.
For further context, in order to produce a list of the requested
information, each individual document will need to be assessed to
determine whether the document relates to the request and could also
include:
o Third Party Consultations
o Internal and/or external consultations
o Review time
Examples of how you can revise the scope of your request could be by
providing more specific information about exactly what documents you are
interested in, such as.
o Requesting a specific document
o Providing a specific date range
o Provide the name of the staff you are requesting communication to
and/or from
This consultation process expires 14 days from the date you received our
consultation letter to contact us and do one of the following:
A. withdraw your request
B. make a revised request
C. indicate that you do not wish to revise the request
Please note this 14-day consultation process expires on 09 June 2025.
If you have any further questions please do not hesitate to contact our
team [1][email address].

Dear Bob Buckley,
Thank you for your email detailing your revised scope. To identify
documents relevant to your revised scope, I have conducted the below
search of the agencies email system.
Documents: All emails to/from [1][email address]
Key Words: 'NAS' 'National Autism Strategy'
Date-range: 2 Years / 21 March 2023 – 21 March 2025
This search located approximately 1886 items that could potentially fall
within the scope of your request, indicating that the grounds for
practical refusal remain.
To assist you with narrowing the scope of your request, we have conducted
an additional search of the agencies email system using the search terms
below.
Documents: All emails to/from [2][email address] and
[3][email address]
Key Words: 'NAS' 'National Autism Strategy'
Date-range: 2 Years / 21 March 2023 – 21 March 2025
This search located approximately 25 items that could potentially fall
within the purposed revised scope.
Please confirm via return email by 11 July 2025, if you consent to
proceed with your request based on the proposed final rescope below, to
remove the grounds for practical refusal.
"Emails between [4][email address] and

Dear foi,
I accept the proposed change to my request. Please proceed on that basis.
Yours sincerely,
Bob Buckley (A4 Co-convenor)
Dear foi,
I write requesting that you reconsider your decision to impose a charge for this FoI request.
Autism Aspergers Advocacy Australia (A4) is a Disability Representative Organisation (DRO) for people with autism and their associates. Notably, A4 is the only national level DRO for severely and profoundly autistic Australians.
A4 does not have a lot of funding; DSS reduced its meagre funding at the last DRO funding round despite saying autism was a priority area. So charging even this relatively minor amount is an imposition and distraction.
Note that despite education being a critical element of services and supports for autistic Australians, your Education Department makes to contribution to our systemic advocacy aimed at improve education outcome for autistic Australians.
As is indicated by the ABS (and ignored by your Department – see https://www.abs.gov.au/articles/autism-a...), there are massive issues with education attainments of autistic Australians, something your Department is responsible for. A4 wants to understand why your Department ignored the opportunity provided by the National Autism Strategy to address these issues. That is why we made this FoI request.
Note: the poor education outcomes for autistic Australians are a long-standing issue – see https://www.abs.gov.au/ausstats/abs@.nsf...
If you persist with this charge, then please advise a more appropriate way for me to pay it. I refuse to make my credit card details public as happens via this communication channel.
Yours sincerely,
Bob Buckley (A4 Co-convenor)
Dear Bob Buckley,
Thank you for your email.
I would like to advise you that the previous decision maker no longer works at the Agency and I will be taking over the processing of this matter.
The Agency is currently not imposing charges to non-personal FOI requests. I have reviewed this matter and there is nothing I found to indicate that charges will be applied for this FOI request.
For future reference, the Agency is considering development of a charges policy for non-personal requests in some instances, however, currently, charges do not apply.
Kind regards
