Reviews and appeals 109-03000000

Posty made this Freedom of Information request to Services Australia

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was successful.

Dear Services Australia,

I request, under the Freedom of Information Act 1982, copies of the following documents:

All documents contained within the file "Reviews and appeals 109-03000000" as listed on this page - referred to as your "Operational Blueprint" portal:

https://operational.humanservices.gov.au...

This includes all three "tabs" on the page -

"Background", "Process", "Training and Support".

Should there be any charges - please break down the estimated processing time on each of the previously mentioned tabs on the page - including the total of ALL decision making time.

In the interests of speediness, I am willing to consider Administrative Access to said documents should the document be provided within 30 days of the sending of this email. After this time - the FOI act applies as normal in all instances.

My preferred method of delivery of this information is for the page to simply be made available to the public on the operational blueprint site and absolutely NOT a PDF sent over email.

I am currently contesting a false debt, so your speediness would be appreciated.

Yours faithfully,

Posty

Dear FOI.LEGAL.TEAM/Ellish,

Imagine that you actually were trying to serve the public as per the foi act guidelines and have another look.

I know for a fact that there's nothing controversial or potentially damaging in this document whatsoever.

How do I know this?

Well, you see, i called and spoke to centrelink about it and asked one of your operators to read the page to me. they did.

I'll be happy to share the reference number with OAIC if you refuse to release the information on review.

this 'release' is actually worse than a denial because you make it look like you're doing something, when you have done is worse than nothing.

in addition you have not actually indicated what you have redacted as symbolised by 'black boxes' - so there is no indication of the amount of redacted information, but just blank space.

Adobe acrobat has redact function, perhaps you should learn how to use it.

Merry freaking christmas.

Yours sincerely,

Posty

Thank you for contacting the Freedom of Information (FOI) team in
Services Australia (the agency).

This email acknowledges your correspondence and provides some general
information in relation to FOI.

Freedom of Information - Extension of time request

Under the FOI Act you have a right, with limited exceptions, to access
documents the agnecy holds. A FOI request normally takes 30 days to
process. Please note this period may be extended if we need to consult
third parties or for other reasons. We will advise you if this happens.

Due to the agency's reduced activity period over December and January we
are seeking your agreement to extend the processing time by an additional
15 days. If you agree to this additional time we would apprecicate if you
could reply to this email with 'I agree'.

Charges

Services Australia will advise you if a charge is payable to process your
request and the amount of any such charge as soon as practicable. No
charge is payable for providing a person with their own personal
information.

Your address

The FOI Act requires you to provide us with an address which we can send
notices to. We will send correspondence and notices to your email address.
Please advise us as soon as possible if you wish correspondence to be sent
to another address or if your email address changes.

Administrative release of documents

The agency has administrative access arrangments in place for the release
of certain documents without the need for a formal FOI request. These
arrangements do not extend to information or material of third parties.

Exclusion of staff details

Services Australia is working towards ensuring all staff have a choice
about whether they provide their full name, personal logon identifiers and
direct contact details in response to FOI requests. Where such details are
included in documents they will be redacted. If you request staff details
as part of your FOI application, this may add to processing time and
applicable charges as it will be necessary to consider whether these
details are exempt under the FOI Act.

Dear Riley,

Firstly - thankyou. This is the first time in numerous requests actually appealing to your better nature and requesting an internal review has resulted in a much better and considered response. I do genuinely hope this is a sign of FOI culture within services Australia changing.

Unfortunately, the way you have delivered this is not the method that I have requested. I asked for this to be posted to the operational blueprint website. This has not been taken into account or addressed at all.

In fact, the operational blueprint site appears to be completely missing altogether.

I know you had a site redesign late last year but I cannot locate it for the life of me.

Could you please advise where the original page I requested has been moved to?

I hope this is just a discovery error otherwise I will need to submit an oaic complaint, but I would prefer to just work with you directly about this matter.

Yours sincerely,

Posty

FOI.LEGAL.TEAM, Services Australia

Thank you for making a freedom of information (FOI) request
to Services Australia. The FOI team is operating with reduced capacity due
to Services Australia’s role in the delivery of the Pandemic Leave
Disaster Payments.

The following is intended for people who are making an FOI request only

If your request is not essential at this time, please consider withdrawing
your request and applying again in the future. To withdraw your request,
please respond to this email confirming you agree to withdraw your FOI
request.

Timeframe for processing your request

As staff have been diverted to process urgent Pandemic Leave Disaster
Payment, we require additional time to process the request. We are seeking
your agreement to extend the processing time of your request by 30 days.
This means you can expect to receive a decision from us no later than 60
days after Services Australia receives your FOI request.

Could you please respond to this email stating “I Agree”, to confirm that
you accept the extension of time.

Please note this period may be further extended if we need to consult
third parties or for other reasons. We will advise you if this happens.

Charges

Services Australia will advise you if a charge is payable to process your
request and the amount of any such charge as soon as practicable. No
charge is payable for providing a person with their own personal
information.

Your Address

The FOI Act requires you provide us with an address which we can send
notices to. We will send all notices and correspondence to the address you
have used to email us. Please advise us as soon as possible if you wish
correspondence to be sent to another address or if your address changes.

Administrative release of documents

The agency has administrative access arrangements in place for the release
of certain documents without the need for a formal FOI request. These
arrangements do not extend to information or material of third parties.

Exclusion of junior staff details

Services Australia is working towards ensuring all staff have a choice
about whether they provide their full name, personal logon identifiers and
direct contact details in response to public enquiries. Where such details
are included in the scope of a request, this may add to processing time
and applicable charges as it may be necessary to consider whether the
details are exempt under the FOI Act. On this basis, unless you tell us
otherwise, we will assume these details are out of scope of your request
and they will be redacted under section 22 of the FOI Act.

We will endeavour to process your FOI request within the extended
statutory timeframe however this may not be possible.

We will not respond to ‘reminder’ or follow up emails so that we can focus
on processing your request as expeditiously as possible. We thank you for
your understanding and patience during this difficult time for all
Australians.

Dear Posty,

Thank you for your email.

The URL of the agency's external Operational Blueprint portal was recently updated to reflect the agency's current servicesaustralia.gov.au web address.

The Operational Blueprint portal is now available at https://operational.servicesaustralia.go....

Where you have historical links from the website saved, or are directed to a link that does not work, please use the below workaround. Updating the highlighted section of the web address from ‘humanservices’ to ‘servicesaustralia’ should resolve this issue, for example:

Historical web address:
https://operational.humanservices.gov.au...

Current web address:
https://operational.servicesaustralia.go...

The specific Operational Blueprint that you requested is available on the agency's external Operational Blueprint portal at: https://operational.servicesaustralia.go....

I trust this assists.

Kind regards,

Riley
