Dear Department of Immigration and Citizenship,

Pursuant to the Freedom of Information Act 1982 I request the
following document:

The final report of the Independent Audit of Health Care Records for People in Detention on Christmas Island dated 30 August 2012 exercised under the Provision of Health Services contract at Cl 6.5.

As a point of reference, Cl 6.5 states:

6.5 Departmental Review and Audit
(a) The Department may periodically conduct audits of the Health Services Manager's compliance with its performance obligations under the Contract (including as set out in this Manual), including the Health Services Manager's:
(i) monitoring, measuring or reporting against any Incentive Indicator Metric or Detailed Abatement Indicator Metric, for the purpose of verifying the derivation and calculation of any Incentive or Abatement payment; and
(ii) implementation of any action plan (aimed at rectifying or preventing Performance Failures) that was agreed by the Parties at (or following) an annual performance review meeting.
(b) At the Department's option, an audit conducted under this clause 6.5:
(i) may cover any one or more Facilities or Regions within the Immigration Detention Network;
(ii) will be undertaken by a review team comprising any or more of the following personnel:
(A) Department national office staff;
(B) Department Facility staff;
(C) Department regional or state office staff; and
(D) an independent third party; and
(iii) will involve any or all of the following steps:
(A) the cross-checking and verification of data produced by the Health Services Manager against other data or information available to the Department, including from invoices, the Department System, and the quarterly-reported detention health dataset;
(B) site visits to any or all Facilities or Regions within scope ofthe audit; and
(C) interviewing of Health Services Manager Personnel and Network Providers, Department Services Provider

Hi Kate,

It's a bit late now but I thought I'd mention it's always worthwhile asking for charges to be waived on public interest grounds.

You can even use the fact that you're using Right To Know as further evidence that releasing the information would be in the public interest, i.e. the documents will be automatically publicly published online.

If you'd like to give it another shot you'll probably have to create a new request, I'm not sure if they'd reopen this one.
