Thank you for your response, although are confused by your answer given the TPS website specifically states as follows:

"TPS Advisory Board at its meeting scheduled for 23 October 2019" and follows on to advise "The Board's advice was finalised on 23 October 2019. The TPS Director accepted the Board's advice in making the instrument."

Are you suggesting the Board met and no minutes where taken and or the board did not in fact meet and the TPS advice is incorrect?
