I request a document that contains the total number of labour hire staff procured throughout your department.

I also request a document that contains the total number of labour hire staff procured throughout the APS, that are fulfilling functionally equivalent roles to actual APS employees throughout your department.

Additionally, I seek a document that contains the amount spent on labour hire staff procured throughout your department, for the 19/20 financial year.

If any of the above documents do not exist please advise.

The use of labour hire services in the public service is a matter that has been discussed by many outlets, in both the mainstream and independent media.

Further clarity on the use of labour hire employees throughout government departments, (both Commonwealth and State) is of interest to a substantial section of the public.

Information about the number of labour hire employees working APS-equivalent roles, is not currently available within the DHS annual reports. That is why this FOI request is necessary.

To substantiate this point, let me point out a number of recent articles written about public sector use of labour hire:

the below request under s 15AA(a) of the FOI Act. APRA is due to make a

Dear Ms Smith

I write to advise that on 21 August 2020 the Office of the Australian
Information Commissioner (the OAIC) received an application from the
Australian Prudential Regulation Authority (APRA) for an extension of
time, to process your FOI request.

APRHA has applied for an extension of time under s 15AB of the Freedom of
Information Act 1982 (Cth) because your request is considered to be
complex.

APRA has advised the OAIC that:

·      Part of the request requires APRA to collate information about
labor hire staff performing functionally equivalent roles to actual APS
employees. Because APRA is a non-APS agency such information is not
readily available

·      The request requires significant sourcing and collating of
information from a variety of areas and the FOI team is currently waiting
on results from these internal consultations in order to review the
documents

APRA has requested an extension to 21 September 2020. I will take any
comments you may have to make into account when deciding the application.

Please respond to this email by close of business 30 August 2020. If I do
not hear from you by this date, I will proceed to make a decision on the
basis of the information provided to me by the APRA.

You will be notified of the decision once the matter has been finalised.
