Audit documents for the 2020 EVACS system

Vanessa Teague made this Freedom of Information request to ACT Electoral Commission

This request has been closed to new correspondence from the public body. Contact us if you think it ought be re-opened.

The request was partially successful.

Dear ACT Electoral Commission,

In accordance with the Freedom of Information Act 2016, I apply for access to documents held by the Commission in relation to the 2020 electronic voting system.

Specifically, I request:

- the independent audit certificate,
- the independent audit certification report, and
- any other documents on which the commissioner based his assessment that the program will not allow a person to find out how a particular elector cast his or her vote.

Yours faithfully,

Vanessa Teague

Dear Evan,

Thankyou, but I do not think it is ethical to sign a 60-day secrecy agreement when the election is likely to be decided much sooner than that. I would not want to be in a position where I knew there was a serious problem but was contractually obliged to keep it secret from voters and candidates until after the election outcome was declared.

If you are concerned about the administrative overload, you could simply put a .zip of the election code on your website, as Elections ACT has proudly done in earlier years.

I also do not agree that being in the midst of an election is an excuse to delay publication of the audit documents - if anything, it is a reason to publish them urgently, since their intended purpose is to increase trust in the conduct of the election. I do not understand why they are secret now.

Yours sincerely,

Vanessa Teague
