The Specialised ATHM Assessment Pilot has now closed
Thank you, participants and their representatives, for volunteering to take part in the pilot and providing feedback on your experience.

Since its launch in April 2019, the Specialised ATHM Assessment Panel Pilot has been well received. Seventy seven per cent of those invited to participate preferred the piloted approach to identifying and assessing their Assistive Technology and Home Modification needs.

The pilot successfully reached the intended number of over 175 completed assessments conducted by an independent assessor. These assessments were completed for participants aged from 6 to 64 years across South West Sydney, Illawarra Shoalhaven, Southern NSW and the ACT.

We acknowledge the support of members of the disability sector, our Partners, EACH, Ferros Care, Uniting, Lifestart and St Vincent de Paul, and our Independent ATHM Assessor organisation, Konekt, for support that has proved instrumental to the success of the pilot. All contributions are helping us to deliver a consistent, reliable and fair Scheme for all NDIS participants, their families and carers.

In my initial request I asked for

You have determined that this request is too broad.

I therefore modify the request to the following;
I request a copy of any confirmation of tender between Konekt and the NDIA in relation to appointments as independent ATHM assessors;
I request a copy of any reports relating to the evaluation of the ATHM trial
I request a copy of the evaluation itself (that was sent to participants) as well as details of the numbers of participants who a) completed the trial and b) provided feedback
I request the total cost of the trial; and the tender documentation between Konekt and NDIA in relation to the ATHM trial.

Extension of time application by the National Disability Insurance Agency

Dear Ms Reynolds

 

I write to advise that on 25 May 2021 the Office of the Australian
Information Commissioner (the OAIC) received an application from the
National Disability Insurance Agency (the NDIA) for an extension of time,
to process your FOI request of 16 April 2021.

 

The NDIA has applied for an extension of time under s 15AB of the Freedom
of Information Act 1982 (Cth) because your request is considered to be
voluminous and/or complex.

 

The NDIA has advised the OAIC that:

 

o the NDIA considers this FOI request to be complex
o the NDIA has worked with you to revise the scope of your request
o the NDIA conducted initial consultations with relevant business areas
to establish the work involved in processing the scope of request
which seeks access to documents from multiple business areas and is of
highly sensitive and complex nature
o the processing of this request involves consultations with several
business areas
o during the processing of this request, the NDIA was recalled for
Additional Senate Estimates and was required at multiple hearings of
various Joint Standing Committees. This necessitated staff engagement
on preparations for these hearings which impacted FOI consultations
and searches
o furthermore, the relevant NDIA branch has undergone major structural
changes with key staff participating in recruitment processes and
training new staff causing delays. Actioning Officers have
significantly increased workloads and are working considerable hours
to ensure matters are processed within a timely manner, and
o the NDIA has advised that they are also committed to issuing a
decision as soon as possible within the extended time period, should
it be granted, and to answer any queries the applicant may have in
relation to the processing times involved with this matter.

 

The NDIA has requested an extension to 24 June 2021. The decision maker
will take any comments you may have to make into account when deciding the
application.

 

Please respond to this email by close of business 31 May 2021. If I do not
hear from you by this date, the decision maker will proceed to make a
decision on the basis of the information provided to then by the NDIA.

 

You will be notified of the decision once the matter has been finalised.
