Dear BS
Thank you for your request for information.
We are writing to seek clarification of your request.
Scope of your request
You have requested access to:
“Dear National Disability Insurance Agency,
I request access to the following information under the Freedom of
Information Act:
- The chart of accounts in use by the NDIA, including account codes and
descriptions
- All associated explanatory and training documentation in use by
accounting staff.
Yours faithfully,
BS”
In order for your request to meet the requirements of the FOI Act, it must
provide enough information about the documents you are seeking to enable
us to locate them.
We have made enquiries with our Chief Financial Officer Division and they
require clarification of your request.
Can you please provide the below information:
1: Further information on definition of “accounting staff’ required.
Please advise us if you are referring to any staff that hold accounting
qualifications at NDIA, staff members in the Chief Financial Officer
Division or only those that prepare our Financial Statements?
2: Please define “ associated explanatory notes and training
documentation” as each business area is responsible for their own
documented notes and training.
Unless you advise otherwise, we will take it that you agree to the names
and contact details of NDIA staff being excluded from the scope of your
request (that is, the information will be treated as irrelevant).
Next steps
Please respond to this email by 1 May 2025

Hi,
To clarify my request:
'Accounting Staff' is referring to employees including & under the Chief Financial Officer, and thus the requested 'notes and training documentation' is the documents relevant to such employees only. Other departments are beyond the scope of this request.
For limiting of scope, I am looking for such documents that directly reference the Chart of Accounts including examples of allocating income/expenditure, creating and modifying accounting codes etc; I will need these documents in their entirety. Training and reference documents that do not directly reference the Chart of Accounts (for example, Working from Home policies, office OH&S procedures for CFO staff and similar extraneous documents) can be listed as a summary table of the training document titles only, and do not need to be included in full.
To confirm, staff names on such documents are not relevant and can be excluded.
For ease of legibility, the provision of the Chart of Accounts in a spreadsheet format would be preferential.
As per section 24AB(2e) of the Freedom of Information Act, the minimum period for consultation is 14 days with the applicant. Your request for a response by the 1st of May, 2 days after your email, is in contravention of the Act.
Yours sincerely,
BS
Dear BS
Thank you for clarifying the scope of your request.
I just wanted to confirm that this was not a consultation request where we
are required to provide you with 14 days to respond.
My email was to clarify the scope of your request so we can progress it
with the correct line area hence the short timeframe provided for a
response.
We will make further enquiries with the relevant business area and contact
you if we require anything further.
Kind Regards

Dear BS
Freedom of Information Request: Acknowledgement
Thank you for your request of 20 April 2025, made under the Freedom of
Information Act 1982 (FOI Act), for [copies of documents/information] held
by the National Disability Insurance Agency (NDIA).
Scope of your Request
You have requested access to:
“I request access to the following information under the Freedom of
Information Act:
- The chart of accounts in use by the NDIA, including account codes and
descriptions
- All associated explanatory and training documentation in use by
accounting staff.

Processing Timeframes
In accordance with section 15(5)(b) of the FOI Act, a 30-day statutory
period for processing your request commenced from 21 April 2025. This
30-day period expires on 20 May 2024.
The 30-day period can be extended in a number of ways, including with your
agreement.
Extension of Time Request:
Unfortunately, it is currently taking us a little longer than 30 days to
process FOI requests due to a very high volume of incoming matters. I am
therefore seeking your agreement to a 30-day extension of time under
section 15AA of the FOI Act. If you agree to this extension, the new due
date for us to decide on your request will be 19 June 2025.
Please let us know if you agree by 8 May 2025.
Explanation of Extension of Time Request:
The reason I am seeking an extension of time is to ensure I preserve your
review rights under the FOI Act.
FOI applicants are normally entitled to exercise a right of internal
review if they are unsatisfied with the outcome of an FOI decision.
However, this right of review lapses if a FOI decision is not made within
the statutory timeframe. This is because if an agency doesn’t issue their
decision within the statutory timeframe, they are deemed to have refused
the request for documents. If this situation happens, it will limit your
options for formal review to only contacting the OAIC.
You are not obligated to agree to this request, you would still retain
your review rights with our regulatory body OAIC (Office of the Australian
Information Commission).
Irrelevant Information
Section 22 of the FOI Act allows an Agency to redact information from
documents if that information would reasonably be regarded as irrelevant
to a request for access.
Given the nature of your request, it does not seem that NDIA staff
members’ surnames and contact details would be relevant to you. Can you
please send me a reply email confirming that such details are irrelevant
to your request for access?
Action Required
1. Can I please request a response regarding our request for a 30
extension of time, by 8 May 2025
Next steps
I have completed some preliminary work on your request, however your
matter will be allocated to an authorised FOI decision-maker for any
further action. The decision-maker may need to contact you to discuss a
range of matters, including refining the scope of your request.
We will contact you using the email address you have provided. Please
advise if you would prefer us to use an alternative means of contact.
In the meantime, if you have any questions or need help, please contact us
at [1][NDIA request email].

Hi,
I have yet to receive a reply within the 30-day extension. Can someone please advise on the status of this request.

BS
Dear National Disability Insurance Agency,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of National Disability Insurance Agency's handling of my FOI request 'NDIA Chart of accounts'.
I have not received any followup regarding this request. It has now been 60 days since last contact and well beyond the agreed extension date to the 19th of June. I have not had any contact to clarify details or refine the request scope.
A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.righttoknow.org.au/request/n...

Dear BS
Freedom of Information Request
Thank you for your Freedom of Information (FOI) request dated 20 April
2025, seeking access to documents held by the National Disability
Insurance Agency (NDIA) under the Freedom of Information Act 1982 (FOI
Act).
Processing Timeframes
Under the FOI Act, agencies are required to process requests within 30
calendar days of receipt. As your valid request was received on 20 April
2025, the original due date for a decision was 20 May 2025.
Unfortunately, we were unable to finalise your request within the
legislated timeframe. As a result, your application is now considered a
deemed refusal under section 15AC of the FOI Act, and you no longer retain
the right to seek an Internal Review. We sincerely apologise for this
delay.
Please be assured that we are continuing to process your request and will
provide a decision as soon as possible. You still retain the right to seek
external review of our deemed refusal with the Office of the Australian
Information Commissioner (OAIC) here [1]Apply for an Information
Commissioner review | OAIC.
Thank you for your patience and understanding. If you have any questions,
please don’t hesitate to contact us [2][NDIA request email]
